Losses } Due to Business Inventory } Exemptions) . ) } WHEREAS Assembly Bill Number 559 is now receiving consideration of the California State Legislature; and WHEREAS said bill allocates funds to counties which were underpaid in reimbursement of losses due to business inventory exemptions; and WHEREAS in the case of Contra Costa County said losses amount to nearly three-quarters of one million dollars ; and WHEREAS the business inventory exemption procedure is desirable from the viewpoint of stimulating growth of businesses and improving the general economy of the State of California; and WHEREAS Contra Costa County with its seriously over- burdened property tax base does not wish to recoup aforesaid revenue loss by increasing its already onerous property tax rate; and WHEREAS it is extremely inequitable to reimburse all local governments except counties for losses sustained due to the business inventory exemption procedure; and WHEREAS many other counties in California have serious fiscal problems as result of the failure of the State to make full reimbursement for losses resulting from the introduction of the business inventory exemption process; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it strongly urges the passage of Assembly Bill Number 559 as an urgency statute so that Contra Costa County and other counties in California may be reimbursed In full, as quickly as possible, for losses sustained as the result of the business inventory exemption procedure; and BE IT BY THE BOARD FURTHER RESOLVED that its representa- tives in the California State Legislature are requested to work vigorously for the passage of Assembly Bill Number 559 as an urgency statute. RESOLUTION NUMBER 71/178 PASSED and ADOPTED this 16th day of March, 1971 by the following vote : AYES: Supervisors A. M. Dias , J . E. Moriarty, E. A . Linscheid, J . P. Kenny. NOES: None.
