RESOLUTION INITIATING PROCEEDINGS FOR
REORGANIZATION TO DETACH CERTAIN TERRITORY
FROM THE 'CENTRAL CONTRA COSTA SANITARY
DISTRICT AND CONCURRENTLY ANNEX THE SAME
TERRITORY TO THE MT. VIEW SANITARY DISTRICT
AND TO DETACH CERTAIN TERRITORY FROM THE
MT. VIEW SANITARY DISTRICT AND CONCURRENTLY
ANNEX THE SAME TERRITORY TO THE CENTRAL CONTRA
COSTA SANITARY DISTRICT
The Board of Supervisors of Contra Costa County RESOLVES THAT:
Reorganization by detachment of certain territory, described
in "Exhibit All , attached hereto and by this reference' inc'orpo'rated
herein, from the Central Centra Costa Sanitary District and the
concurrent annexation of the same territory to the Mt . View Sani-
tary District and by the detachment of certain territory, de-
scribed in "Exhibit B" attached hereto and by this reference in-
corporated herein, from the Mt . View Sanitary District and the
concurrent annexation of the same territory to the Central Contra
Costa Sanitary District has been proposed by the Central Contra:
Costa Sanitary District and the Mt . View Sanitary District which
Districts are both located entirelywithin Contra Costa County.
Resolutions of application for the proposed reorganization were
filed by the Central Contra Costa Sanitary District and the Mt .
View Sanitary District With the Executive Officer of the Local
Agency Formation Commission on October 13, 1970 and on December 8,
1970 respectively. The reason for the proposed reorganization, as
stated in the applications, is to redefine portions of the bound-
aries of the said Districts to conform with the topography of the
territory involved.
On February 3, 1971, the Local 'Agency Formation Commission
approved the proposed reorganization subject to the following
terms and conditions :
(a) Five parcels with a total of approximately 33 .7 acres
shall be concurrently detached from the Central Centra.
Costa Sanitary District and annexed to the Mt . View Sani-
tary District

(b) Three parcels with a; total of approximately 26 . 6
acres shall be concurrently 'detached_ From the Mt . View
Sanitary District and annexed to the 'Central Contra
Costa Sanitary District .
(c ) Pursuant to Government Code §56470(c) this Commission
exempts all eight detaching parcels, when detached,
of liability for payment of all bond debt of the dis-
trict from which detached.
At 10: 00 a.m. , on Tuesday, April 6, 1971, in the Chambers
of the Board of Supervisors, Administration Building, Martinez,
California, this Board will conduct a public hearing on the pro-
posed reorganization to detach certain territory from the Central
Contra Costa Sanitary District and concurrently annex the same
territory to. the Mt . View Sanitary District and todetach<
certain territory from the Mt . View Sanitary District and con-
currently annex the same territory to the Central Centra Costa
Sanitary District . At the hearing the testimony of all interested
persons or taxpayers for or against the proposed reorganization
will be heard. Any interested person desiring to make written`
protest against the proposed reorganization must do so by written
communication filed with the Clerk of this Board not later than
10: 00 a.m. , on Tuesday, April 6, 1971. A written protest by an
owner of land must contain a description sufficient to identify
the land owned by him. A written protest by a voter must contain
the residential address of such voter.
At the conclusion of the hearing, the Board of Supervisors
shall either disapprove the proposed reorganization to detach
and: annex or order the reorganization without election if insuf-
ficient icient written protests for the same had been filed, and a ma-
jority protest is not deemed to exist .
The Clerk of the Board is hereby directed to publish the text
of this resolution once a week for two successive weeks in the
"Contra Costa Times," a newspaper of general circulation, pub-
lished in this County and circulated in the territory of each of
the districts proposed to be affected by the reorganization, the
first publication to be made not later than fifteen (1 ) days
prior to the hearing date. The Clerk of the Board is also di-
rected to post the text of this resolution on the bulletin board
of this :Board at least fifteen (15) days prior to the hearing
date, and such posting will continue to the time of the hearing.
The Clerk of this Board is further directed to give notice
by mailing notice of hearing at least fifteen (15) days prior to
the hearing date to each affected district and to each person who
has filed a notice for special notice with ,the County Clerk.
