In the Matter of Financing �
Welfare Programs with RESOLUTION NUMBM 71/103
Federal and State Funds.
WHEREAS this :Beard has received a copy of Resolution,
Number3171 adapted by the Beard of Supervisors of the County of
Santa Cruz, California on January 26, 1971; and:
WHEREAS in said resolution it is pointed out that local
support of welfare programs has an extremely adverse effect on
county' government financing and is resulting in a continually
increasing burden upon property taxpayers who are already "fearing
an onerous share of the cost of government services; and
WHEREAS in said resolution it ,is reoomended that the full
financing ;,of all public' welfare, programs be made the fiscal respon-
sibility of the federal' and state governments, that legislation to
provide for financing on that basis be enacted, and that the welfare
reform proposals "Time for Change" of the County Supervisors
Association of California be accepted and adopted' by the federal
and state governments at the earliest passible date; and
This >Board being in agreement with the proposals pre-
sented by the Board of Supervisors of the County of Santa ^ruz,
California in Its Resolution Number 31-71; and
NOW, 'THERJEFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY' OF CONTRA COSTA, CALIFORNIA RESOLVED that; it endorses the
concepts recommended by the Board of Supervisors of the County of
Santa Cruz, California and urges its elected federal and state
representatives to vigorously support legislation whi<'<ch will result
in full financing of welfare programs by the federal; and state
governments*
