Urban Areas of the County, t T,0141EREAS in the Eastern Urban Areas, hereinafter called EUA, of Contra Costa County, as defined by the 1960 Federal Census, and including the cities of Pittsburg, Antioch,, and unincorporated areas of Contra Caste County (hereinafter collec- tively called EUA group and individually called Participating Jurisdictions) , volumes of vehicular traffic have been steadily increasing at a rapid rate causing problems with respect to high- way,' capacity and safety,', specifically in the form of traffic congestion, traffic delays and accidents at different locations within. the :QUA where improvementsare needed as shown on the sheet marked Exhibit B-r1 attached hereto and made a part hereof; and WHEREAS in the interest of public health,, safety and welfare', it iw essential that improvement' in traffic operations is carried out at the various locations indicated on Exhibit B» l by implementing the proposed improvements' at the said locations constituting Project No. 4 of the Priority List giver in the Areawide TOPICS ,Plan and Study Report submitted to the State Division of Highways; and 14HEREAS the aforementioned participating Jurisdictions have jointly completed necessary steps to designate an Areawide TOPICS Program Coordinating Agent, namely, City-County Engineering Advisory Committee, hereinafter called the Committee ; and WHEREAS the Committee has submitted a proposed final Federal Aid Primary 1'ype II Roads System to the State and Federal Government for approval, and WHEREAS the Committee has submitted an Areawide TOPICS Plan and Study Report to the Federal 'Government through the State Division of 'Highways on October 8, 1970, and there is reasonable certainty of its approval by the Federal 'Government; and RESOLUTION NUMBER 71/27 WHEREAS the projects indicated on Exhibit B-�1 are amongst those in high priority in th.e Areawide TOPICS Plan: and StudyReport; and 14HEREAS the location of said prajerts is within the EUA OD highways or streets within the existing; Federal Aid System or the proposed final. Federal Aid Primary Type; II System, and: Federal Aid funds rather than TOPICS funds are not available to complete these projects; and WHEREAS the RUA group desires to file with the Highway Commission of the State of California pur>suant to ,Section I, Chapter b (commencing' with Section 2306) , Division 3, of the Streets and Highways Code (relating to financing of TOPICS Projects ) a request for an allocation of fund's to construct said projects;, and WIEREAS the EUA group assigns the County of Contra Costa to be the legal administrative agent for the projects and all funds for the construction of said projects are to be acoumulated and: released through the County of Centra Costa. NOW, THERFFORE, BE IT RESOLVED BY THE 'BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY AS FOLLOWS: : 1. Contra Costs County shall be the legal administrative agent (Sponsoring, Agency') for the Ella group and the TOPICS funds for the construction of said projects shall be accumulated and released through: the County; 2 The County', of Contra Costa h.ereby requests the California Highway Commission to allocate the TOPICS funds for the EUA group amounting to $70,983 (including, 19,391; 'of the County stare for the MA) pursuant to Section 1, Chapter 6' (commencing with >Section 2300) , Division 3, of Streets and Highways Code for said projects; 3. The County of Contra Crista agrees that its respective appropriate budget accounts 'shall reflect the following TOPICS funds contributions to said projects:: Pittsburg $48,001 Antioch 57,625 Contra Costa County --L9-.391 TOTAL $125,017 (Total Amount: One hundred. twenty-five thousand and seventeen dollars ) 4. The County of Centra Costs has considered the effect of the proposed 'project financing (71.31?4 Federal Funds, 28.69% Local .Agency funds ) in relation to apportionment of Federal TOPICS funds within the State of California; RESOLUTION NUM-BER 71/27 5. If required to assure comoleti,on of said projects, the necessary rights of way will be acquired by th.e participating jurisdictions before adverti'si.nf-z of the projects for ,ids; 6. The Agreement between the EUA group and.. the State of California , described and designated as "Traffic Operations Program to Increase Capacityand Safety (TOPICS)," and the Joint Exercise of Powers Agreement are her ?hy approved; ;and execution thereof by the Chairman of the Beard cif Supervisors in the manner and form orescrihed in said Agreement is hereby authorized and directed, PASSED; AND ADOPTED this 19th day of January, 1971 by the followinn vote of the Board: AYES: Supervisors A.
