WHEREAS in the Central Urban Areas, hereinafter called
CUA;, of Contra Costa Count;, ' as defined by the 1960 Federal
Census, and including the cities of Martinez, Concord, Cla;yton.,
Lafayette , Pleasant Hill,, Walnut Creek, and unincorporated areas
of Contra Costa 'County (hereinafter collectively called CUA group
and individually called Participating Jurisdictions ) , vol.0 s of
vehicular traffic have been steadily increasing at a rapid rate
causing problems urith respect to highway capacity and safety,
specifically in the form of 'traffic congestion, traffic delays
and accidents at different locations within the CUA where improve-
ments are needed as shown can the .two sheets marked Exhibit A-1
and Exhibit A-2, attached b.ereto',and made a para hereof; and
WHEREAS in the interest of public health, safety, and
welfare, it is essential that improvement in traffic operations
is carred out at th.e various locations indicated on the Exhibits
A-1 and .A-2 by implementing the proposed improvements at the said
locations constituting Project No. 3 and Project No. 5 of the
Priority List given it the Areawide TOPICS Plan and Study Report
submitted to the State Division of Highways- and
WHF,RFAS the aforementioned participating; jurisdictions
have jointly completed necessary 'steps to designate ars Areswide
TOPICS Program C'oord'inating; .Agent,, namely, City-County Engineering
,
Advisory Committee, hereinafter called the Committee and;-
WHEREAS the Committee bas submitted a proposed final
Federal Aid, Primary Type II Roads; System to the State and Federal
Government for approval;' and
WHEREAS the Committee has submitted an Areawide TOPICS
Plan. and Study Report to th-e Federal Government throughthe
State Division of Hifzhways on October 8, 1970, and there is
reasonable certainty' of its approval by the Federal Government;
and
WHEREAS the projects indicated on Exhibit A-1 and. t,
Exhibit A-2 ;are amongst those in high priority in the Areawide
T'OPIC'S Plan, and Study Report; and

WHEREAS the location of said projects is within the CUA
on hi,hways or streets within the existing :federal Aid System or
the proposed final Federal Aid Primary Type II System, and
Federal'' Aid funds other than 'TOPICS funds are not available to

complete th. se projects; and
W.HF'RF.;AS the CUA group desires to file with. the Highway
COMission of the State off' California pursuant to Section I
Chapter 6 (dommencing with Section 2300), Division 3., of the
Streets> and Highways Code (relating; to financing of TOPICS
Projects ) a: request for an allocation of funds to construct said
projects; and
ICERFAS the CUA group assigns the County of Contra Costa
to be the legal administrative agent for the projects and all funds
for the construction of said projects are to he accumulated and
released through. the County of Contra Costa.
XOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUP .RVISORS
Or CO'NTTRA COSTA CODUTY AS FOLLOWS
1. Centra Costa County shall be the legal administrative
anent (Sponsoring
Agency) for the CUA; group and the TOPICS funds
for the construction of said projects shall he accumulated; and
released through the County,
2. The County of Centra Costa hereby requests the
California Highway Commission to allocate the 'TOPICS funds for the
CIUA group amounting to $578,299 (including, t-161,,253 of the County
share for the CUA) pursuant to Section 1, `Chapter '6 (commencing
with. Section 2300) , Division '3, of Streets and Highways Code for
said projects,
3. The County of Contra Costa agrees that its respective
appropriate budget accounts shall reflect the following TOPICS funds
contributions to said. projects

4 The County of Contra Costa has considered the
effect of the proposed pro, ect financing ' (71-31% Federal Funds,
28.69% 'Local Agency 'fur-as ) in relation to apportionment of
Federal TOPICS funds within the Stagof California;
5 If required to assure completion of said projects,
the necessary rights' of way will be acquired by the participating
jurisdictions before advertising; of the projects for bids-
6. The Agreement between the CTJA gro,3.p and the State
of California, described' and designated as "Traffic c Operat .ons
Program to Increase Capacity and Safety (TOPICS )," and the Joint
Exercise of Powers Agreement are 'hereby ,approved, and execution
thereof by the Chairman of the Board of Supervisors in the
manner and forte prescribed in said Agreement is hereby authorized
and directed,
