Costa, is submitting a request to federal officials, pursuant to provisions ander Section 401. of the Public Works and Economic Development Act, that a portion of Richmond be designated as a federal "Special Impact Area'; and WHEREAS this Board of Supervisors recognizes the need for economic development activities within the depressed area described in the Richmond Proposal; and WHEREAS this Board of Supervisors recognizes the value of Federal financial assistance to local communities in their efforts to plan and execute programs which will provide employ- ment and economic assistance; N0140 THEREFORE, BE IT BY ` ITF: BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORFIA, RESOLVED that the overall Economic Development Program proposal as formulated by the City of Richmond is fully ENDORSED and S'GPPOR`FD by this Beard; and BE IT .FURTT�ER RESOLVED that the 'hoard strongly urges the Economic Development Administration of the United States Department of Commerce to act favorably on the Richmond Economic 'Development Proposal by so designating the area described therein as aFederal Special Impact Area.
