IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Commending ) Mr. Thomas John Coll. RESOLUTION NO. 71/7 WHEREAS Mr. Thomas John Coll served as a member of the Board of Supervisors for ..'three consecutive four-year terms from 1959 through 1970; and WHEREAS Mr. Coll came to the Board with a fine background both as a student and athlete at St. Marys College from which institution he graduated in 1943, with a distinguished World War II record In the U.S. Marino Corps, with training In law at the University of San Francisco from which university he:,graduated in 1952, as a practicing attorney and a member of the California Bar since 1954, and experienced as a councilman and vice-mayor of the City of Concord, California; and WHEREAS during his tenure as a Supervisor, Mr. Coll Was elected as Chairman of the Board for three terms of one year each and also served as a member, frequently as chairman, of a number of Important Board committees, including the Administration and Finance Committee; and. WHEREAS Mr. Coll as a Supervisor initiated and/or vigor- ously supported many improvements in county government, Inclusive of lower court consolidationso integration of county departments with related functions,', closer Intergovernmental cooperation,, such as with respect to city-county planning, road programs and police functions, reduction in the number of district governmental entities through consolidation and dissolution and substitution of county service areas, and improved county procedures such as development of a revised county 'budget process; and WHEREAS during his twelve years as a Board member, Mr. Coll participated In the solution of a very substantial number of local governmental problems particularly in the changing social program field andalways served his district and the county as a whole in a dedicated and effective manner; and WHEREAS Mr. Coll, while a member of the Board of Supervisors, also held office as a member and chairman of the important Local Agency Formation Commission, served as a director of the County Supervisors Association of California, and was one of the Board representatives in the Association of Bay Area Governments; and WHEREAS Mr. Coll, while fulfilling his responsibilities as a .3upervisor, aided substantially in making the Board of Supervisors a harmonious working unit In a friendly atmosphere with his rare wit and humor; RESOLUTION NO. 71/7 ................................................................ NOW., THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUIMs CALIFORNIA RESOLVED that it expresses to Mr. Coll its sincere appreciation for his service to the people of his district and the county from 1959 through 1970; extends to him its best wishes for success in the future; and hopes for him and his family continued health and happiness and the high regard of the people of the county to whom he rendered outstanding public service. PASSED AND ADOPTED this 5th day of January, 1971 by the following vote of the Board: AYES: Supervisors A. M. Dias, J. E. Moriarty$ W. N. Boggess, E. A. Linscheid, J. P. Kenny. NOES: None.
