In the Matter of Declaring October 30,2003
As Weatherization Day 2003 ; RESOLUTION NO.2003/527
WHEREAS, the Contra Costa County Community Services Department has long recognized the plight
of low-income families and individuals in meeting their home gnergy needs; and
WHEREAS, low income households spend a disproportionate percentage of their annual incomes on
home energy bills; and
WHEREAS, the United States Department of Energy developed the Weatherization Assistance
Program in 1976 as the federal government's cost-effective, permanent solution for reducing the heavy
energy burden on low-income Americans; and
WHEREAS, the State of California has administered the Weatherization Assistance Program since its
inception in 1976, providing a variety of state and federal resources through community action agencies,
housing authorities, and departments of local government that serve people in every county in the state;
and
WHEREAS, the Contra Costa County Community Services Department, in partnership with the
Contra Costa County Building Inspection Department, provides Weatherization Services to low-income
families and individuals residing in Contra Costa County; and
WHEREAS, this Program not only saves energy through advanced technologies to improve the energy
affordability for low-income families, but also saves lives and improves the health and safety of families
by identifying carbon monoxide hazards, poor indoor air quality, mold, and other health threats; and
WHEREAS, the Weatherization Assistance Program keeps jobs and dollars in Contra Costa County by
operating through a network of well trained program providers serving in the community.
NOW, THEREFORE,BE IT RESOLVED that the Board of Supervisors does hereby declare
October 30, 2003 as WEATHERIZA'TION DAY 2003 in Contra Costa County.
PASSED AND ADOPTED ON October 7, 2003 by unanimous vote of the Board members present.
