RESOLUTION OF THE GOVERNING BOARD Resolution #2003/389
WHEREAS, the Forensic Services Division of the Office of the Sheriff provides forensic
services to the law enforcement agencies in Contra Costa County and elsewhere; and
WHEREAS, in fiscal year 199411995 a fee schedule was established to recover the costs of
providing services to laboratory clients; and
WHEREAS, the Forensic Services Division has experienced increases in costs for salaries
and supply costs since the implementation of the fee schedule currently in use.

NOW, THEREFORE, BE IT RESOLVED that effective July 1, 2003, the attached fee schedule
dated July 1, 2003, be presented as the fee schedule by which forensic services will be
provided by Contra Costa County Office of the Sheriff, Forensic Services Division, and that this
resolution supersedes and replaces any prior Forensic Services Division fee schedules
approved,by the Board.

NOTICE OF PUBLIC HEARING
CONTRA COSTA COUNTY OFFICE OF THE SHERIFF
PROPOSED INCREASE OF CERTAIN FORENSIC SERVICES FEES
9:30 A.M. TUESDAY, ,JULY 15, 2003
Notice is hereby given that a public hearing will be held by Board of Supervisors
of Contra Costa County concerning proposed increases of certain fees for
services provided by the Office of the Sheriff Forensic Services Division to the
law enforcement agencies in Contra Costa County and to other entities. The
hearing will be conducted on Tuesday„July 15, 2003 at 9:30 a.m. in the Board
Chambers, at the O'Brien County Administration Building, 651 Pine Street, 1'i
floor, Martinez, California.
The Forensic Services Division has experienced increases in costs for salaries
and supply costs since the implementation of the fee schedule currently in use.
The approval of the proposed fee increase will allow the County to recover the
costs associated with certain Forensic Services Division activities. Negative
action will result in insufficient revenue to offset the cost of these activities. The
County will bear the burden of the increased cost of providing laboratory
examination services to law enforcement agencies and other entities requesting
service.

The fee increase will include the following elements: The proposed fee schedule
provides for an increase of fees in the following areas: Criminalistic Services
increase of $10 per hour; Inked Prints increase of $5.00 per card/scan; Latent
Prints increase of$5.00 per hour or part thereof, increase of$10.00 per hour for
private attorney, pro per defendant, and non Contra Costa County government
agencies; Clandestine drug lab analysis increase of $10.00 per hour, drug
analysis for Contra Costa County government and contract agencies increase
$4.00 per activity; Private attorney, pro per defendant, and non Contra Costa
government agencies increase of $3.00 per activity. Special drug analysis
increase of $50.00 per steroid Identified. Basic Toxicology Screen increase of
$5.00 per sample; Comprehensive Toxicology Screen increase of $10.00 per
sample; Three panel screen increase of $5.00; Four panel screen increase of
$5.00 per sample. Confirmation of blood samples for cocaine, codeine,
morphine, methamphetamine and amphetamine increased by $5.00 per sample.
Confirmation of urine samples for cannabinoids, cocaine, codeine, morphine,
methamphetamine, and amphetamine increased by $5.00 per sample.
Expert witness fees for testimony not resulting from laboratory analysis increased
by $10.00 per hour or part thereof for Criminalist or Toxicologist, $5.00 per hour '
or part thereof for Fingerprint Examiner or Technician. i

After considering public comment, the Board of Supervisors may adopt the requested
fee increases. Implementation of the new fee schedule would take effect during fiscal
Year 2003 (July 1, 2002 to June 30, 2003). Additional information may be obtained by

Forensic Service Fees.
The adoption of the attached Resolution will allow the County to recover the costs associated
with the listed activities in the Fee Schedule dated July 1, 2003.
Ill. § KKG UNP.:
In the 1994-1985 fiscal year, the Forensic Services Division was required to cover costs of all
services from laboratory users. A fee schedule was established defining the costs of evidence
examination serviced for the users of laboratory services.
The Forensic Services Division has experienced increases in costs for salaries and supply costs
since the implementation of the fee schedule currOntly in use.
This action supercedes any prior evidence examination fees set by the Board.
IV. CQNSgQUENCE OF.NgQE V9&J, ION:
Negative action will result in insufficient revenue to offset the cost of these activities. The County
will bear the burden of the increased cost of providing laboratory examination services to law
enforcement agencies and other entities requesting service.

Notice is hereby given that a public hearing will be held by Board of Supervisors
of Contra Costa County concerning proposed increases of certain fees for
services provided by the Office of the Sheriff Forensic Services Division to the
law enforcement agencies in Contra Costa County and to other entities. The
hearing will be conducted on Tuesday,July 15, 2003 at 9:30 a.m. in the Board
Chambers, at the O'Brien County Administration Building, 651 Pine Street, 1st
floor, Martinez, California.
The Forensic Services Division has experienced increases in costs for salaries
and supply costs since the implementation of the fee schedule currently in use.
The approval of the proposed fee increase will allow the County to recover the
costs associated with certain Forensic Services Division activities. Negative
action will result in insufficient revenue to offset the cost of these activities. The
County will bear the burden of the increased cost of providing laboratory
examination services to law enforcement agencies and other entities requesting
service.
The fee increase will include the following elements: The proposed fee schedule
provides for an increase of fees in the following areas: Criminalistic Services
increase of $10 per hour; Inked Prints increase of $5.00 per card/scan; Latent
Prints increase of$5.00 per hour or part thereof, increase of$10.00 per hour for
private attorney, pro per defendant, and non Contra Costa County government
agencies; Clandestine drug lab analysis increase of $10.00 per hour, drug
analysis for Contra Costa County government and contract agencies increase
$4.00 per activity; Private attorney, pro per defendant, and non Contra Costa
government agencies increase of $3.00 per activity. Special drug analysis
increase of $50.00 per steroid identified. Basic Toxicology Screen increase of
$5.00 per sample; Comprehensive Toxicology Screen increase of $10.00 per
sample; Three panel screen increase of $5.00; Four panel screen increase of
$5.00 per sample. Confirmation of blood samples for cocaine, codeine,
morphine, methamphetamine and amphetamine increased by $5.00 per sample.
Confirmation of urine samples for cannabinoids, cocaine, codeine, morphine,
methamphetamine, and amphetamine increased by $5.00 per sample.
Expert witness fees for testimony not resulting from laboratory analysis increased
by'$10.00 per hour or part thereof for Criminalist or Toxicologist, $5.00 per hour
or part thereof for Fingerprint Examiner or Technician.
After considering public comment, the Board of Supervisors may adopt the requested
fee increases. Implementation of the new fee schedule would take effect during fiscal
Year 2003 (July 1, 2002 to June 30, 2003). Additional information may be obtained by
