Assistant Director of Human Resources ) RESOLUTION NO. 2003t277
WHEREAS,Eileen K.Bitten,retired on March 28,2003 from the position of Assistant Director of the
Human Resources Department of Contra Costa County after 16 Y2 years of distinguished County
service;and
WHEREAS, Eileen K. Bitten, spent over 30 years in personnel including management positions in Los
Angeles County and Portland,Oregon;began her career with Contra Costa County in 1986 as Manager of
Employment Programs in the Personnel Department;and
WHEREAS, Eileen K. Bitten, was formally promoted to the Assistant Director position of the Human
Resources Department in 1995;and
WHEREAS, Eileen K. Bitten, throughout the years has been regarded as a skilled human resources
professional who has demonstrated a high standard of performance in the human resources profession;
and
WHEREAS,Eileen K.Bitten has continually demonstrated strong interpersonal and human resources skills
which enabled her to gain the respect of her subordinates,fellow managers,employee organizations,and
other County Management staff;and
WHEREAS,Eileen K. Bitten has been a member of many professional organizations,most notably the
International Personnel Management Association(1PMA),for which she received the first Muriel R.Morse
award for outstanding performance in the human resources field and,where she acted in many capacities
including:committee member;representative for the Western Region;and Chairperson for the 1997 Center
for Personnel Research Committee;and
WHEREAS,Eileen K.Bitten has assisted in the facilitation of numerous leadership programs which have
provided many educationall experiences resulting in upward mobility,strengthening of human resources
standards,and commitment to excellence in human resource's staff and their work product;and
NOW,THEREFORE,BE IT BE RESOLVED,that this Board takes great pleasure in recognizing Eileen K.
Bitten for her invaluable service to the Human Resources Department and wishes her many exciting years
of travel and good health in her retirement.
PASSED by a unanimous vote of the Board of Supervisors members present this 20th day of May 2003.
