HomeMy WebLinkAboutRESOLUTIONS - 01012003 - 2003-273 The Board of Supervisors of Contra Costa County, California In the Matter of Urging the California Public Utilities Commission and the Federal Railroad Administration to adopt safety regulations for use of remote control locomotives RESOL MON NO. 2 0031273 MWEREREAS, the Contra Costa County Board of Supervisors has a duty to provide for the public safety of its Citizens; and TMEREAS Contra Costa County has received information that a pilot program has been initiated relating to the use of remote controlled locomotives across the nation including cities in California and Contra Costa County;and MIEREA.S, railroads operate within the geographic boundaries of Contra Costa County over public and private rail crossings and on property accessible to persons of all ages and abilities; and WD'EREAS a significant amount of rail cargo traveling through and moving within Contra Costa County consists of hazardous materials; and 'KWEREAS, Freight hauling railroads doing business within Contra Costa County operate in switching yards and on tracks adjacent to and connecting with tracks carrying high-speed Amtrak and trains; and V4'IYEREA,S, a concern exists that regulations and guidelines for the use of these remote controlled locomotives should be clearly identified and safety issues addressed before wide-scale implementation of this program; and MWERFAS, the United States government has issued a safety alert with respect to vandalism and terrorist threats against railroads; NOW THEREFORE., BE IT RESOLVED that the Contra Costa County Board of Supervisors urges the California Public Utilities Commission and the Federal Railroad Administration to adopt regulations to ensure that the safety of Contra Costa County citizens is not at risk by the use of remote control locomotives.
