IN THE MATTER OF RECOGNIZING
the contributions of Stan Matsumoto )
on the occursion of his retirement from )
the Public Works Department RESOLUTION No.2003/245
WHEREAS Stan Matsumoto began his career with Contra Costa County on August 2, 1971 as
a Junior civil engineer; and
WHEREAS Stan brought a quiet, competent and creative intelligence to bear on every problem,
proJect and program for which he was responsible for and associated with;
WHEREAS Stan was always calm, flexible and open to finding practical solutions to
accommodate a wide variety of projects while having the ability to resist the pressure for an
expedient answer or an,easy way out;
WHEREAS Stan worked in most Divisions of the Public Works Department with long periods of
service in Land Development, Flood Control and Engineering Services Divisions and was well
respected by the engineering community for his ability to build consensus from groups with
widely diverse opinions with his well reasoned and fair decision making;
WHEREAS at the inception of the cooperative environmental review process, Stan worked for
one year in the Planning Department, where he established an open and effective liaison
between the Planning and Public Works Departments through development of efficient and
consistent operating procedures that are still in use today;
WHEREAS Stan provided both engineering and administrative guidance to the County Water
Agency and numerous-Sanitary Districts, at a time when these small community service areas
could riot find a place under the umbrella of the large regional water and sanitary districts. Stan
dedicated himself to the service of each of these districts and made numerous public
presentations, sometimes In the face of hostility, so that ratepayers would understand the
benefit of Investing In the maintenance and capital improvements in their districts;
WHEREAS Stan spent the last ten years of his career dedicated to the maintenance of the
County`s road and flood control fadillti In the facwo.f regularly occurring disastrous rainstorms.
The lasting Impacts of his work are the effective, comfortable and convenient roadways and
flood control works that we currently enjoy and will continue to enjoy into the foreseeable future;
NOW THEREFORE, BE/T RESOLVED that the Contra Costa County Board of Supervisors
does hereby honor Stan Matsumoto for his 32 years of service on the occasion of his retirement
and gives its full appreciation for his'dedicated service to the Public Works Department, in all of
its divisions, and to the people of this County.
PASSED by unanimous vote of the Contra Costa County Board of Supervisors on this 15th day
of April 2003
