THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, CALIFORNIA
In the Matter of Supporting the Process To Place
the Reauthorization of Measure C-88 on Future Ballots )
RESOLUTION NO. 2003/220
WHEREAS, Measure C -- Transportation Sales Tax Program was passed by the voters of Contra
Costa County in 1988, includes a twenty year (20) sunset, and is set to expire April 1, 2009; and
WHEREAS, Measure C includes a Transportation Improvement and Growth Management Plan
outlining specific projects and programs; and
WHEREAS, the Contra Costa Transportation Authority (OCTA) has done an excellent job of
delivering the projects and implementing the programs that were included in the original Measure C
program, resulting in many new transportation improvements in the County; and
WHEREAS, many of the projects included in the original program were not fully funded by Measure C
and still require additional local funds to complete, in accordance with the Countywide Transportation
Plan (CTP); and
WHEREAS, continued population growth in Contra Costa County and the Bay Area has continued to
stress our existing road, highway and transit system in Contra Costa County; and
WHEREAS, the OCTA, working in coordination with a broad cross-section of stakeholders, interest
groups, and engagement of the general public, has begun the process of examining the elements of a
renewed Measure C with the possibility of placing the measure on the November 2004 ballot; and
WHEREAS, the ability to renew Measure C will depend on the consensus built among elected
officials and stakeholder groups throughout Contra Costa County, including, but not limited to, the
elected officials comprising the OCTA, the Contra Costa County Board of Supervisors (Board of
Supervisors), and all Contra Costa County cities, as well as the support of community stakeholder
groups and the general public;
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors supports the efforts led by
OCTA to reauthorize and extend Measure C as a primary funding source for transportation
improvements in Contra Costa County; and
BE IT FURTHER RESOLVED, that the Board of Supervisors agrees to fully participate in the process
to renew Measure C and recognizes the importance and legitimacy of all the County's cities, the
County, OCTA, stakeholder groups and the general public as a critical part of the process; and
BE IT FURTHER RESOLVED, that the Board of Supervisors supports the policy that before the new
Measure C is placed on the November 2004 ballot that the measure will have obtained the support of
213"d' of the members of the OCTA, a majority of cities representing a majority of the population in the
incorporated area of Contra Costa, and a majority of the Board of Supervisors.
