In the Matter of Acknowledging the Efforts of the
(Alcohol and Other Drugs Advisory Board) RESOLUTION NO.2003/209
of Contra Costa County and the Partnership for an Alcohol
and Drug-Free Contra Costa County and Partners In Recovery Alliance(PIRA)
Proclaiming April 2003 as Alcohol Awareness Month
WHEREAS, Approximately 11 million American youth under age 21 drink alcohol; Nearly half of them
drink to excess, consuming five or more drinks in a row, one or more times in a two week period; the
highest prevalence of both binge and heavy drinking in 2000 was for young adults aged 18 to 25,with the
peak rate occurring at age 21; and
WVEREAS,Underage Drinking is a factor in nearly half of all teen automobile crashes,the leading cause
of death among teenagers;:and
WHEREAS, drinking has a negative effect on the academic performance of students; and approximately
62% of high school seniors report that they have been drunk; 31%have had five or more.drinks in a row
during the last two weeks; and
WIYEREAS, people who begin drinking before age 15 are 4 times more likely to develop alcoholism than
those who.begin at 21; and
WHEREAS,alcohol affects not just the alcoholics themselves but their families,relatives,neighbors,and
friends as well; and
OWE REAS, this year the Alcohol and Other Drugs Advisory Board and PIRA adopted the national theme:
"Give Children a Chance-End Underage Drinkinel"; and
WHEREAS, alcohol use by youth, alcoholism, and alcohol related problems including traffic crashes,
violent crime,burns, awning,suicide attempts,fetal alcohol syndrome,alcohol poisoning and treatment-
cost the American economy more than$58 billion in health care every year; and
977EREAS,alcoholism and,alcohol-related problems can be prevented and treated; and
WIf=RW, the Alcohol and Cather Drugs Advisory Board,the Partnership for an Alcohol and Drug-Free
Contra Costa County, and PIRA coordinate Contra Costa County Alcohol Awareness Month in
cooperation with communities to offer our citizens the opportunity to demonstrate its commitment to
health,and alcohol-free1ife les; and
WHEREAS, as members of the Board of Supervisors, we call upon all citizens, parents, governmental armies,
public and private institutions, businesses, hospitals and schools in Contra Costa County to help raise awareness
about this critical public health issue,to support Contra Costa's efforts to eliminate underage drinking,encourage
youth to live alcohol-free lifestyles, and to join us in fighting America's alcohol problem by pledging to support
research,education,and treatment for alcoholism and alcohol related problems.
NOW THEREFORE, BE IT RESOLVED that the Board, of Supervisors does hereby proclaim April 2003 as
ALCOHOL AWARENESS MONTH in Contra Costa County.
PASSED AND ADOPTED ON April 8,2003 by a unanimous vote of the Board members present.
