HomeMy WebLinkAboutRESOLUTIONS - 01012003 - 2003-208 The Beard of Supervisors, Contra Costa County, California Adopted this Resolution on May 6. 200 , by the following vote: AYES: Supervisors Gioia, Uilkema, Glover and DeSaulnier NOES: None ABSENT: Mone ABSTAIN: Nene District III Seat Vacant RESOLUTION NO. 20031208 The Board of Supervisors having adopted Resolution 99/523 Which provides for fees for Animal Services; and The Animal Services Director having recommended that certain Animal Services fees be increased or added; IT IS BY THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVED that the recommendation of the Animal Services Director is approved, and that Resolution 99/523 is rescinded effective May 6, 2003, and that the fees shown below are effective May 6, 2003, Individual Dog jnd Cat Licenses Licensing of individual cats is voluntary. Licensing an individual dog is required. • The fee to individually license a dog or cat for one year is $40.00. • The fee to individually license a neutered dog or cat as evidenced by a veterinarian for one year is $20.00. • The fee to individually license a dog or cat for two years is $74.00. • The fee to individually license for two years a neutered dog or cat as evidenced by a veterinarian is $37.00. • The fee to individually license a dog or cat for three years is $110.00. • The fee to individually license for three years a neutered dog or cat as evidenced by a veterinarian is $55.00. A late fee of$40.00 shall be charged: a.) for failure to license an animal within 30 days after a license is required, or b.) if a renewal fee is unpaid within 60 days after it is due and payable. License Fee Refunds and Credits License fees once paid are nonrefundable. a.) If, within 120 days, the owner of an animal who has purchased a one-year license and whose animal is under one year of age submits proof from a licensed veterinarian that the animal has been spayed or neutered, a credit equal to the one-year license fee for a spayed or neutered animal will be applied to the next animal license purchased by the owner, if requested by the owner. 5 b.) If an animal dies or is moved out of the county, any unused licensing credits will be refunded to the owner on written request if the request is received within the effective time period of the license. Adoption Fees The fee to adopt a dog is $10.00, plus a deposit for or fee for a spay or neuter, rabies vaccination and license. The fee to adopt a cat is $5.00, plus a deposit for or a fee for a spay or neuter, rabies vaccination and license. If the dog or cat is spayed or neutered by the Animal Services Department or designee before adoption, the full cost of the spay/neuter surgery shall be collected. If the dog or cat is vaccinated for rabies before adoption, the full cost of the rabies vaccination shall be collected. The fee to adopt all other animals may be based on a sealed bid process with a minimum approved by the Animal Services Director, or at the discretion of the Animal Services Director, may be set by the Director or designee. Impoundment Fees The Animal Services Director shall collect the following redemption fees for impounded animals: The basic impoundment fee for a dog whether returned at the Center or in the field is $50.00. The basic impoundment fee for one or more cows, bulls, steers, burros, horses, sheep, lambs, goats, hogs, or other large animals is the actual cost of impounding, but at least $75.00. The basic impoundment fee for a cat, rabbit, bird, fowl, or other small animal not otherwise provided for is $50.00 In addition to the basic impoundment fee, the following shall be charged per day as part of the impoundment fee for feeding and caring for the impounded animals: Dogs or Gats $20.00 Cows, bulls, steers, burros, horses, sheep, Iambs, goats, hogs and other large animals $25,00 Other small animals $15.00 Owners or custodians will be responsible for the actual cost of veterinary care rendered to impounded animals. In the case of an animal reclaimed for a second time within a 12-month period, the owner or custodian shall be charged an additional fee of $100.00; and in the case of an animal reclaimed three times within a 24-month period, the owner or custodian shall be charged an additional fee of $150.00; and in the case of an animal reclaimed four or more times within a 36-month period, the owner or custodian shall be charged an additional fee of$200.00 each time. The administrative fee for quarantining an animal at home, if deemed appropriate by the Animal Services Director, is $100.00. The fee to quarantine an animal at the Animal Services Center shall be the same as the impound fee plus $35.00 per day board fee for the length of the quarantine period. Penalties may be included if the animal was at large. Page 2 of 6 Resolution 2003/208 In addition to the above fees, a nonspayed or unneutered cat or dog that is impounded shall be fined $35.00 on the first occurrence, $50,00 on the second occurrence, and $100.00 on the third and subsequent occurrences for failure to spay or neuter an owned cat or dog. Surrendi r Fees for Owned Animals The fee to surrender: • a licensed dog or cat is $20.00. • an unlicensed dog or cat Is $40.00. • a miscellaneous small animal under 20 lbs. is $30.00. • a miscellaneous animal 20 to 100 lbs. is $40.00. • a miscellaneous large animal over 100 lbs. is $225.00. • There Is no fee for an unweaned litter surrendered with an adult. • Litters will be charged as one animal if surrendered at the same time. Dead Animal l3isoosal Fees There is no fee for disposal of a licensed dead animal at the Center. The fee for disposal of an unlicensed dead dog or cat at the Center is $30,00. The fee for disposal of a small miscellaneous animal under 20 lbs. at the Center is $15.00. The fee for disposal of a miscellaneous animal 20 to 100 lbs. at the Center is $30.00. The fee for disposal for a miscellaneous dead animal over 100 lbs. at the Center is $175.00. There is a fee surcharge based on actual extra cost for the disposal of animals requiring special handling. Pick-up Fees fgr Owned Animals Fees for all owned dogs, cats, and miscellaneous animals under 100 lbs,, dead or alive, picked up in the field or at the owner's home will be $25.00 in addition to other fees for service as specified. The fee to pick up miscellaneous animals over 100 lbs. is the actual cost plus the fees for surrender or disposal. Dead AniMals from Veterinary Hospitals The fee to pick up and dispose of dead dogs, cats or miscellaneous animals under 100 lbs. from veterinary hospitals Is $30.00 for the first animal and $12.00 for each additional animal in the same pick-up. The limit per pick-up will be six (6) animals. The fee to pick up miscellaneous animals over 100 lbs, is the actual cost with a minimum of$75.00. Trap Damlt The deposit to rent a cat trap is $45.00 The deposit to rent a dog trap is $260.00 (with Animal Services Director or designee approval only). Trap Dental F9e9 Page 3 of 6 Resolution 2003/208 The rental fee for cat traps shell be $5.00 per day. The rental fee for dog traps shall be $15.00 per day. Se r-vlolna Tr pg The fee to service a trap in the field is $30.00. Dangerous„Animal Fees The application fee for a dangerous animal permit is $300.00, due and payable upon application for permit. The fee for a dangerous animal permit is $500.00 payable January 1 each year. An additional delinquent fee of $200.00 shall be charged if a dangerous animal permit renewal fee is not paid by January 31. An additional penalty fee of $100 shall be charged if the animal is not properly licensed at the time the dangerous animal permit renewal is due. The fees for dangerous animal permits are payable in addition to the license fees for individual animals. Administrative Fees The administrative fee for replacement of a lost tag is $5.00. The fee to photocopy department records shall.be the actual cost of duplication. The fee to clear a Notice of Noncompliance is $30.00, plus proof of license. The fee to clear a Citation prior to a court appearance is $40.00 plus proof of license. Bath a Notice of Noncompliance fee and a Citation clearing fee may be charged. Licerping Per ods Without r Penalties The Animal Services Director may declare periods during which owners may license their animals or renew their animal licenses without being charged a licensing late fee. EmergeneyUsaster Response The fee to assist another governmental jurisdiction in times of emergency to handle animal related problems that are reimbursable to the jurisdiction requesting assistance will be the actual cast of providing the service. (dog) 12.00 Bordetella (dog) 7.00 Other Veterinary Treatments Level 1 25.00 Level 2 50.00 Level 3 75.00 Owners will be charged for other veterinary care and treatments given to animals while at the shelters or based on the level designation of the treatment. • Level 1 will be minor treatments of sick or slightly injured animals; • Level 2 will be moderate treatments possibly involving sutures and/or minor surgery; • Level 3 will be major treatments or surgeries involving significant time and follow-up. The Director of Animal Services or designee will place various treatments into levels of service for fee purposes. The above surgery, vaccination, and other treatment fees may be adjusted based on costs by the Director of Animal Services. Additional surgery fees for other animals or procedures may be set by the Director of Animal Services. A $25.00 additional fee will be charged for failure to give 24-hour notice if unable to keep surgery appointment. A fee of $20.00 for dogs and cats per day or portion of a day will be charged for animals not claimed on time after surgery or other treatments.
