HomeMy WebLinkAboutRESOLUTIONS - 01012003 - 2003-196 +��! c_ " RESOLUTION OF THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY DECLARING AN RESOLUTION NO. 2003/196 EMERGENCY SERVICES AND HEALTH & SAFETY RISK DUE TO LONG TRAIN BLOCKAGES ON MARINA BAY PARKWAY IN RICHMOND,CA WHEREAS,the Contra Costa County Health Services Department is the authorized Emergency Medical Services Agency for all cities in Contra Costa County, including Richmond, and is responsible for planning, implementing, and evaluating emergency medical services, establishing policies and procedures for medical control of the EMS system, including dispatch, patient destination, patient care and quality assurance, and establishing ordinances for the regulation of ambulance services, and developing and implementing a trauma system plan; and WHEREAS,the railroad grade crossing at Marina Bay Parkway in the City of Richmond is the primary vehicular access into the Marina Bay neighborhood (approximately 2,500 housing units and 4,000 residents) and is the primary access route for ambulances, fire trucks and police vehicles entering this neighborhood; and WHEREAS,the railroad grade crossing at Marina Bay Parkway regularly experiences extremely long train blockages exceeding twenty minutes several times per day and it is anticipated that the number of long trains passing that crossing will increase; and WHEREAS,trains blocking traffic at the Marina Bay Parkway railroad grade crossing is a longstanding problem, which places lives and property at great risk because emergency responders are repeatedly blocked or delayed for critical minutes; and WHEREAS, long train blockages at the Marina Bay Parkway railroad grade crossing severely impairs emergency services to the Marina Bay neighborhood and renders this neighborhood inaccessible to emergency services; and WHEREAS,without resuscitation efforts brain cells begin dying within four to six minutes and early defibrillation is crucial for heart attack victims, and in trauma, the goal is the transport of the patient to appropriate hospital resources in the shortest amount of time; and NOW, THEREFORE, BE IT RESOLVED, that Contra Costa County declares that long train blockages at the Marina Bay Parkway railroad grade crossing in the City of Richmond is a significant emergency services and public health issue; and BE IT FURTHER RESOLVED, that Contra Costa County strongly urges the Burlington Northern and Santa Fe Railway Company, the Union Pacific Railway, and the Richmond Pacific Railway to take all necessary action(including, but not limited to, reducing the length of trains and improving the tracks to allow trains to travel faster than the current 5 m.p.h. limit) to reduce the amount of time that trains block this critical crossing.
