HomeMy WebLinkAboutRESOLUTIONS - 01012003 - 2003-189 In the Matter of SupporthW ) Assembly Bill 1690 (Mark Leno, D&n Francisco) ) To establish an Alternadve Revenue Source ) RESOLUTION NO. 20031189 �MEREMS, local government revenue options have been severely limited since the passage of Proposition 13 in 1978; and WHER&'A.Ssince the passage of Proposition 13, local governments have looked to fire protection benefit assessments as a means to augment fire department revenues until 1996, when California voters approved Proposition 218 requiring a two-thirds vote of the people to impose fire protection and other specialized benefit assessments; and WWEM$ the state continues to grapple with a multi-billion dollar budget shortfall and cities and counties find themselves financially squeezed and forced to cut public services in order to alleviate budget woes; and WHEREAS for local governments that have already implemented cuts in reaction to the release of the Governor's mid-year spending reductions and 2003-2004 budget proposal, a mechanism is needed to help local governments restore such cuts, as well as allow other local governments to avoid making them in the future; and WHEM$ a means for local governments to determine the need for, and adequately fund, public services, while also assuring supplemental funding for its communities'vital fire protection needs, is desperately needed; NOW THEREFORA BE 1 T RESOL VED that the .BOARD OF SUPER WSORS OF CONTRA COSTA COtl1VYhereby registers its support of AB 1690 (Mark Leno, D-San Francisco), a measure which would enable cities and counties to establish an alternative revenue source for the purpose of maintaining needed funding for vital public services, including critical fire protection services; and BE IT RESOLVED FURTHER that the County of Contra Costa Board of SupervMsors immediately transmit a copy of this resolution in support of AB 1690 to Assemblyman Mark Leno. PASSED AAV ADOPTED on April 1, 2003 by a unanimous vote of the Board members present.
