RECOMMENDATION: ADOPT Resolution No. 2003150 Authorizing the Sheriff, or his designee, to apply for a Federal Emergency Management Agency, Office of National Preparedness, Supplemental Grant for Emergency Operations Planning, in an amount not to exceed $206,048, and to execute a contract to accept such funding if awarded for the period of December 5, 2002 through December 4, 2003. 11. FINANCIAL IMPACT: NONE. Expenditures and reimbursement revenues are included in the Office of the Sheriffs budget. 111. BACKGROUND: The Supplemental Grant for Emergency Operations Planning will allow the Emergency Services Division of the Office of the Sheriff to ensure that all cities within the Operational Area have current Emergency Operating Plans with updated chapters for Terrorism/Weapons of Mass Destruction (WMD). While each of the cities have emergency response plans for most contingencies, there is not a plan in place for an integrated response to Terrorist/WMD events. The funding will used to develop and implement a model plan incorporating a multi-level, multi-agency and multi jurisdictional response to be utilized by all agencies within the county.
