HomeMy WebLinkAboutRESOLUTIONS - 01012003 - 2003-039 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on January 21, 2403,by the following vote: AYES: SUf.E II;9f3S GI01A, UMMAk, GR , GDMANS MAL1fNI.EfZ NOES: N ABSENT: INE ABSTAIN: NM Resolution No.: 2QQ31 SUBJECT: Resolution Appointing the El Sobrante Chamber of Commerce as the Community Organization for the Downtown El Sobrante Project Area The Contra Costa County Board of Supervisors RESOLVES THAT: The California Community Redevelopment Lary(the "CRL") (Health and Safety Code Section 33385)rewires that the County of Contra Costa(the "County")call upon the residents and existing community organizations in a redevelopment project area to form a Project Area Committee(the "PAC") for the proposed Downtown El Sobrante Redevelopment Project Area; and The CRL permits and the procedures adopted by the Board of Supervisors(the"Board") for formation of the PAC by Resolution No. 20021715 adopted on November 12, 2002, call for the Board to appoint the community organization that will elect one of its members to serve on the PAC; and The Board hereby appoints the El Sobrante Chamber of Commerce as the community organization to elect one of its representatives as a member of the PAC; and The Board requests to El Sobrante Chamber of Commerce to select one of its members, to serve as a PAC member and notify the Board of such selection. On November 5, 2002 the Board of Supervisors sitting as the Governing Board of the Redevelopment Agency accepted the Preliminary Plan and authorized that a redevelopment plan adoption process be conducted. Because the proposed redevelopment plan could provide the Redevelopment Agency with the power of eminent domain for redevelopment activities, and that displacement of low and moderate income households could, as a result, occur, the Redevelopment Agency is required to establish a Project Area Committee (PAC). On November 12, 2002 the Board of Supervisors adopted Resolution 20021715 which called for formation of a PAC and set forth procedures for its formation. The procedures governing formation of the PAC provided for one of the nine seats on the PAC to be appointed by the Board of Supervisors as a representative of an Existing Community Organization. Because of their catalytic involvement in the previously conducted Downtown El Sobrante Transportation and Land Use Plan,which was accepted by the Board of Supervisors on January 15, 2002, staff is recommending that the El Sobrante Chamber of Commerce be designated with a representative it selects.
