Y.olerance for Elder Abuse in Contra Costa County ) RESOLUTION NO. 2002/612
WHEREAS,the number of senior citizens continues to increase throughout California,and Contra Costa County
has one of the fastest growing senior populations,in the Stow and:
' EREAS,August 2002 marked the Second Anniversary of the Contra Costa County Board of Supervisors'
p3licy of Zero Tolerance for F1der Abuse,and
YMEREAS,the District Attorney has created a dedicated Elder and Dependent Adult Abuse Prosecution unit and
cpnvicted more than 37 fel6ny abusers of elder,and dependent adults,and worked closely with Adult Protective
Services to implement a Financial Abuse Specialist Team(FAST),which has been coordinating with law
viforcement and the community to educate professionals and increase public awareness of elder abuse,and
WHEREAS,despite these efforts,elder financial abuse still goes largely unreported and County seniors have lost
their life savings and homes from financial abuse perpetrated by family members,caregivers,and strangers alike,
avid
WHEREAS financial institutions are in a unique position to recognize and report suspected financial abuse of
elders frequenting their businesses or utilizing their services,and
IHEREAS,the California Community Partnership for the Prevention of Financial Abuse(CCPPFA),with the
madorsement of Attorney General Bill Lockyer,the State Sheriff's Association and other County Boards of
S:.1pervisors,provides tratrung to financial institutions in recognizing and reporting financial abuse,and increases
oI mmunity awareness of financial abuse through community educational events,
NOW,THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors commends the
Iistrict Attorney's Office,EHS-Adult Protective Services,and local law enforcement for their leadership in
fighting V er abuse.
DE IT FURTHER RE901NI II'that the Contra Costa County Board of Supervises hereby endorses the
irzplementatign of public/private partnerships between the CCPPFA,local financial institutions,the District
Attorney,Employment and Human Services,and local law enforcement to further the Zero Tolerance for Elder
Abuse policy. '
