`subject. "Lights On Afterschool" day, October 10, 2002
WHEREAS October 10, 2002 is national "Lights On Afterschool" day, designed by the
Afterschool Alliance to spotlight innovative, high quality afterschool programs available to
communities across the country; AND
WHEREAS the Board of Supervisors recognizes that quality Afterschool programs benefit
< ilctren and youth by offering academic and cultural enrichment,homework help,recreation
and play, health education, goad nutrition, youth leadership and development, and
interaction with caring adults who serve as mentors and role models; AND
WHEREAS quality Afterschool programs can increase the ability of low-income parents to
obtain and retain jobs by offering a safe, reliable, structured environment for their children
wring the afternoon hours; AND
WHEREAS evidence is growing that Afterschool programs not only have positive outcomes
,!or youth, families and communities, but may also contribute to reductions in County costs
n=or crisis programs that address teen pregnancy, juvenile accidents and Mme, substance
abuse, school dropouts, etc.; AND
IMEREAS the ,Board of Supervisors authorized an innovative pilot program, the
..Afterschool4All" initiative, to test models in 4 school district areas in which community-
t)ased organizations have a leading role in service design and delivery; AND
.NHEREAS the Board of Supervisors established the Afterschool4All Ad Hoc Committee in
"January 2002 and adopted a set of"Afterschool4All Principles" in June 2002 to emphasize
I s commitment to supporting and endorsing activities that build the County's afterschool
system; AND
WHEREAS the County is an active participant in the multi-School DistricttBay Area
FPartnership collaborative that successfully competed for over $1 million annually in
renewable state grant funds for afterschool programs at 10 schools in West Contra Costa,
Mt. Diablo, Pittsburg and Antioch district areas; AND
WHEREAS the Board of Supervisors encourages wide participation in the Children and
I-amines Policy Forum's annual "Lights On Afterschool" recognition and workshop on
I�ctober 2, 2002, focusing on the value of arts and cultural enrichment activities in
zIfterschool programs, especially ways in which arts and culture activities contribute to
Academic progress; AND
THEREFORE BE IT RESOLVED that the Contra Costa County Board of Supervisors
declares October 10, 2002 to be "Lights On Afterschool" Day in Contra Costa County.

supporting and endorsing activities that build the County's afterschool system; AND

that successfully competed for over$1 million annually in renewable state grant funds for afterschool
programs at 10 schools, serving up to 1200 children and youth, in West Contra Costa, Mt, Diablo,
Pittsburg and Antioch district areas;AND
