A RESOLUTION OF APPLICATION BY THE
CONTRA COSTA COUNTY BOARD OF SUPERVISORS
REQUESTING THE CONTRA COSTA LOCAL AGENCY FORMATION COMMISSION
(LAFCO) TO INTITIATE PROCEEDINGS FOR A JURISDICTIONAL CHANGE
RESOLVED, by the Contra Costa County Board of Supervisors that it wishes to initiate
proceedings pursuant to the Cortese-Knox Hertzberg Local Government Reorganization Act of
2000 for a change of organization(i.e., annexation, dissolution, detachment, etc.); and
WHEREAS, a notice of intent to adopt this resolution of application has been given, and
this Board has conducted a public hearing based upon this notification; and
WHEREAS, the reason(s) for the proposed reorganization is to transfer three potable
water systems from Contra Costa County to the Diablo Water District.
WHEREAS, the following agency or agencies would be affected by the proposed
jurisdictional change:
Aenc. Nature of Change
Diablo Water District/Contra Costa Dissolution of County Service Areas M-25,
County Service Areas M-25, M-26, and M-26, and M-27 from Contra Costa County
M-27 and concurrent annexation of County
Service Areas M-25, M-26 and M-27 to
Diablo Water District
WHEREAS, the territories proposed to be changed are inhabited (12 or more registered
voters) and a description and map of the boundaries of territories are attached hereto as Exhibits
A and B and by this reference incorporated herein; and
WHEREAS, it is desired that the proposal be subject to the following terms and
conditions(none); and
WHEREAS, this proposal is not consistent with the adopted spheres of influence for the
affected agencies; and
WHEREAS, this Board certifies that as lead agency pursuant to the California
Environmental Quality Act it is Categorically Exempt.
WHEREAS, this Board has determined that this proposal meets the criteria for a.waiver
of protest hearings as set forth in Government Code Section 56663; and

NOW, THEREFORE, this Resolution of Application is hereby adopted and approved by
the Board of Directors and the Contra Costa Local Agency Formation Commission is hereby
requested to take proceedings for the change of organization or reorganization as authorized and
in the manner provided by the Cortese-Knox Hertzberg Reorganization Act of 2000.

State of California,by the following vote:
AYES: Supervisors Gerber, Uilkema, DeSaulnier, Glover, and Gioia
NOES: None
ABSTAIN: Nome
