In the Matter of Acknowledging the Efforts of the
(Alcohol and Other Drugs Advisory Board) RESOLUTION NO.2002/222
of Contra Costa County and the Partnership for an Alcohol
and Drug-Free Contra Costa County and Partners In Recovery Alliance(PIRA)
Proclaiming April 2€102 as Alcohol Awareness Month
WHEREAS, alcohol is the third leading cause of preventable death,killing nearly 100,000 Americans every
year;and 13.8 million Americans suffer from alcohol-related problems,including 8.1 million alcoholics;
and
WHEREAS, approximately 43% of United States adults have been exposed to alcoholism in the family:
they grew up with or married an alcoholic or a problem drinker or had a blood relative who was an
alcoholic or problem drinker; and
WHEREAS, alcohol is typically found in the offender,victim or both in about half of all homicides and
serious assaults,as well as in a high percentage of sex-related crimes,robberies,and incidents of domestic
violence,and alcohol-related problems are disproportionately found among juvenile and adult criminal
offenders, and
WHERE,9S,this year the Alcohol and Other Drugs Advisory Board and PIRA adopted the theme:
"Recovery: It's a Family Affair-and Everyone's Invited!"and that more resources are needed to treat the
whole family; and
WHEREAS, alcohol affects not just the alcoholics themselves but their families,relatives,neighbors,and
friends as well; and
WHEREAS, drinking has a negative effect on the academic performance of students; and approximately
62% of high school seniors report that they have been drunk;31%have had five or more drinks in a row
during the last two weeks, and
WHEREAS, people who begin drinking before age 15 are 4 times more likely to develop alcoholism than
those who begin at 21; and
WHEREAS, alcohol use by youth, alcoholism, and alcohol related problems including traffic crashes,
violent crime,burns,drowning,suicide attempts,fetal alcohol syndrome, alcohol poisoning and treatment-
cost the American economy more than$58 billion in health care every year; and
WHEREAS, alcoholism and alcohol-related problems can be prevented and treated; and
WHEREAS, the Alcohol and Other Drugs Advisory Board, the Partnership for an Alcohol and Drug-Free
Contra Costa County, and PIRA coordinate Contra Costa County Alcohol Awareness Month in
cooperation with communities to offer our citizens the opportunity to demonstrate its commitment to
health,and alcohol-free lifestyles; and
WHEREAS, as members of the Board of Supervisors,we call upon all citizens,parents,governmental agencies,public
and private institutions,businesses, hospitals and schools in Contra Costa County to help raise awareness about this
critical public health issue,to support Contra Costa's efforts to eliminate underage drinking,encourage youth to live
alcohol-free lifestyles, and to join us in fighting America's alcohol problem by pledging to support research,
education,and treatment for alcoholism and alcohol related problems.
NOW THEREFORE,BE IT RESOLVED that the Board of Supervisors does hereby proclaim April 2002 as ALCOHOL AWARENESS
MONTH in Contra Costa County,
PASSED AND ADOPTED ON April 9,2002,1#a unanimous vote of the Board members present.
