A RESOLUTION OF APPLICATION BY THE d
CONTRA COSTA COUNTY BOARD OF SUPERVISORS REQUESTING THE
CONTRA COSTA LOCAL AGENCY FORMATION COMMISSION (LAFCO) TO INITIATE PROCEEDINGS
FOR A JURISDICTIONAL CHANGE
RESOLVED, by the Board of Supervisors that is wishes to initiate proceedings pursuant to the
Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 for a change of reorganization (i.e,,
annexation, dissolution, detachment, etc.); and
WHEREAS, a notice of intent to adopt this resolution of application has been given, and this Board has
conducted a public hearing based upon this notification; and
WHEREAS, the reason for the proposed change of organization or reorganization is the formation of a
County Service Area and
WHEREAS, the following agency or agencies would be affected by the proposed jurisdictional change::
Agency Nature of Change
CSA M-31 Formation
WHEREAS, the territory proposed to be changed is uninhabited, and a map of the boundaries of
territory are attached hereto as Exhibit A and by this reference incorporated herein; and
WHEREAS, it is desired that the proposal be subject to the following terms and conditions: (None); and
WHEREAS, this proposal is not consistent with the adopted spheres of influence for the affected
agcies and
WHEREAS, this Board certifies that as lead agency pursuant to the California Environmental Quality
Act it has determined that this activity is not subject to the California Environmental Quality Act (CEQA)
pursuant to Article 5, Section 15061 (b)(3) of the CEQA Guidelines. It can be seen with certainty that there is
no possibility that the activity may have a significant adverse effect on the environment.
WHEREAS, this Board has determined that this proposal meets the criteria for a waiver of protest
hearings as set forth in Government Code Section 56663;
NOW, THEREFORE, this Resolution of Application is hereby adopted and approved by the Board and
the Contra Costa Local Agency Formation Commission is hereby requested to take proceedings for the
change of reorganization as authorized and in the manner provided by the Cortese-Knox-Hertzberg
Reorganization Act of 2000.
