SUBJECT: ADOPT Resolution No. 2002/ 168 ordering the vacation of an underground water
pipe easement over a portion of parcel number 149-271-013 and determine that the
activity is not subject to CEQA, pursuant to Article 5, Section 15061(b)(3) of the
CEQA Guidelines. CUD-CP # 01-48

The Board of Supervisors, of Contra Costa County RESOLVES THAT:
This 'summary vacation of an underground water pipe easement no longer required is made
pursuant to Division 9, Part 3, Chapter 4 of the Streets and Highways Code, commencing with
section 8330, et. seq.
This vacation request covers an underground water pipe easement located in the Pleasant Hill
area, which is no longer required for public use. A description of the portion to be vacated is
described in Exhibit "A" attached hereto.

This Board hereby FINDS that the proposed vacation will not have a significant effect on
the environment, and that it has been determined to be exempt from the California Environmental
Quality Act under State CEQA guidelines Section 15061 (b)(3) and DIRECTS the Director of
Community Development to file a Notice of Exemption with the County Clerk and DIRECTS the
Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for
filingand a $25.00 fee to Community Development for processing of the Notice of Exemption.
This vacation is found to be in conformance with the general plan of the City of Pleasant Hill.
Board declares that the hereinabove described proposed vacation area is HEREBY
ORDERED VACATED subject to any reservation and exception described in attached Exhibit
"A". From and after the date this Resolution is recorded,the portion vacated'no longer constitutes
an underground water pipe easement.
The Real Property Division is ORDERED to record a certified copy of this Resolution in the
office of the County Recorder.

Abandonment of an Underground Water Pipe Easement
Exhibit "A"
Being a portion of the Rancho Las Juntas, Contra Costa County, California being all of
the parcel reserved from Parcel Three in the Grant Deed recorded June 22, 1984 in
Book 11848 of Official Records at page 378 further described as follows:
Beginning at the southwestern comer of the parcel of land described in the deed
from McNutt to Contra Costa County recorded April 1, 1950 in Book 3142 of Official
Records at page 499, said point lying on the northern right of way line of Oak Park
Boulevard, thence northerly along west line of said County parcel North 00 13' 30"
East 401.75 feet; thence North 890 46' 30" West, 25.00 feet, thence South 0° 13'
30" West 400.00 feet to a point of curvature on the north line of Oak Park
Boulevard, said point bears North 40 01' 43" East from the radius; thence easterly
along the arc of a curve, concave to the South, with a radius of 4030.00 feet
through a central angle of 00 21' 32" an arc distance of 25.07 feet to the point of
beginning.
This real property description has been prepared by me or under my direction, in
conformance with the Professional Land Surveyors Act.

This activity is not subject to the California Environmental Quality Act (CEQA)
pursuant to Article 5, Section 15061 (b) (3) of the CEQA Guidelines.
It can be seen with certainty that there is no possibility that the activity may have a
significant adverse effect on the environment.
DESCRIPTION OF THE ACTIVITY:
The activity consists of abandoning an underground water pipe easement(25' by 400')on
a vacant parcel, identified as Assessor's' Parcel No. 149-271-013. Contra Costa County
(County) no longer needs the easement and intends to abandon it. No pipeline was ever
installed.
Contra Costa County Office of Education (Office of Education) owns the vacant parcel,
which is located on Monte Cresto Avenue in Pleasant Hill. The Office of Education is
requesting that the Contra Costa County abandon the underground water pipe easement.
The Office of Education will be responsible for obtaining CEQA compliance for any actual
work being done on the parcel. Generali Plan Conformance from the City of Pleasant Hili
will be obtained.
LOCATION:
The property is located in the central county area, in the City of Pleasant Hill (Figures 1-3).
