Adopted this Order on February 26, 2002 by the following vote:

ABSTAIN: RESOLUTION NO.2002/96
SUBJECT: Authorization to execute Contract No. 4600001 x'05 for $260,000 with the
State Department of Water Resources for the Contra Costa County Walnut Creek
Watershed Restoration Project.
WHEREAS, the lower reach of Walnut Creek Channel contains approximately one
million cubic yards of silt and sediment material; and
WHEREAS, the District is now looking at other way to provide flood protection rather
than removing the sediment by creating floodplains along the lower channel; and
WHEREAS, the floodplains would provide the necessary capacity while at the same
time create additional habitat and wetlands; and
WHEREAS, the District is a founding and active member of the Contra Costa
Watershed Forum, which is a group of local agencies and creek advocacy groups
whose mission is to increase public awareness of creek and watershed issues and
further the implementation of creek restoration and watershed improvements
throughout the county; and
WHEREAS, a subcommittee of the Watershed Forum has been helping to move the
project along and begin the process to apply for a planning grant to determine the
feasibility of establishing the floodplain and habitat areas along the Walnut Creek
Channel; and

RESOLUTION NO. 2002/ 96
WHEREAS, the State Department of Water Resources approved a grant under the
CALFED Watershed Program for restoration studies in June 2001; and
WHEREAS, the grant will be used to study improvements that will reduce erosion and
amount of sediment entering Walnut Creek Channel; and
WHEREAS, the District will work with the U.S. Army Corps of Engineers for future
implementation of the project; an
NOW THEREFORE BE IT RESOLVED, by the Contra Costa County Board of
Supervisors as the governing body of the Contra Costa County Flood Control and
Water Conservation District, that the agreement with the State Department of Water
Resources for the Contra Costa County Walnut Creek Watershed Restoration Project
has been CONSIDERED and is hereby APPROVED and the Chair of the Board of
Supervisors hereby authorizes the Public Works Director to EXECUTE said agreement
on behalf of the District.
