Chief Aficheal E. Phalen 1
to Commemorate his Retirement ) RESOLUTION NO. 2002/28
9,73T S; Chief Aficheal E Phalen is retiring from the City of Pleasant Hill after 31 years of
exemplary service; and
RWEEREAS, Chief Mr'cheal E Phalen's dedicated service included three years as a Police Officer
with the City of Walnut Creek before becoming a Police Officer with the City of Pleasant Hill in
1970; and
4'hl'ERFAS, he was promoted through all of the Police Department ranks and was appointed Chief
of Police in July of 1996; and
9WE ,5 Chief Phalen contributed to the betterment of the Police Department by earning AA,
BA, and MA college degrees; and
4WERF.�A.S his career has included assignments in the Investigations, Patrol, and Services Divisions;
and
RWM,5, Chief Phalen has taught criminal justice and recruit training courses at Diablo
Valley College, Los Medanos College and College of the Redwoods; and
HWFAVAS, he has been instrumental in working with a variety of community groups and
organizations.
NOW, THEREFC IZF BE IT I?ESO.LVE? that the Board of Supervisors does hereby thank
with sincere appreciation Chief Micheal F, Phalen for his 31 years of dedicated service to the City
of Pleasant Hill and Contra Costa County.
