Phalen 1 to Commemorate his Retirement ) RESOLUTION NO. 2002/28 9,73T S; Chief Aficheal E Phalen is retiring from the City of Pleasant Hill after 31 years of exemplary service; and RWEEREAS, Chief Mr'cheal E Phalen's dedicated service included three years as a Police Officer with the City of Walnut Creek before becoming a Police Officer with the City of Pleasant Hill in 1970; and 4'hl'ERFAS, he was promoted through all of the Police Department ranks and was appointed Chief of Police in July of 1996; and 9WE ,5 Chief Phalen contributed to the betterment of the Police Department by earning AA, BA, and MA college degrees; and 4WERF.�A.S his career has included assignments in the Investigations, Patrol, and Services Divisions; and RWM,5, Chief Phalen has taught criminal justice and recruit training courses at Diablo Valley College, Los Medanos College and College of the Redwoods; and HWFAVAS, he has been instrumental in working with a variety of community groups and organizations.
