SUBJECT: Establishment and Staffing of Warrant Review Board

Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS:
1. Acknowledge progress made to reduce unserved warrants.
2. Establish a Warrant Review Board comprised of representatives from the Superior Court, Sheriff's Office,
District Attorney, and County Administrator.
3. Request Board to further develop warrant reduction strategies.
4. Adopt this Resolution, adding two positions in the Sheriffs Office (org 0255/2500) to provide staff support
to the Review Board as follows:
One full time Sheriff Specialist (64VE) M5-1949 ($3189-$3876)
One full time Senior Clerk (JWXC)XC-1738 ($2456-3136)
5. Request Warrant Review Board to provide a progress report to the Board within 90 days.
FISCAL IMPACT:
Sheriffs Office is able to absorb cost of positions within existing budget.
REASONS FOR RECOMMENDATION/BACKGROUND:
The problems of unserved warrants has been of concern to justice officials and citizens for a number of years.
This is not just a local or Bay Area problem, but a state and national one. In 1994 there were approximately
80,000 outstanding warrants. By December of 2000, that number had been reduced to 42,000. While Contra
Costa has made progress and taken a number of steps to address this problem, further efforts are required to
develop and implement an effective countywide strategy. The presenters of this Board Order recommend
strengthening our efforts by establishing a Warrant Review Board and providing sufficient staffing to assist that
Board. It is anticipated that a successful program to further reduce warrants outstanding could produce
sufficient revenue to pay for the program.
