The above-captioned project and the specifications therefore having been previously
approved, Addendum No.1 having been issued and approved, and bids having been
duly invited and received by the Office of the County Administrator on November 6,
2001; and
The bidder listed first above, BRCO Constructor Inc. (BRCO), having submitted the lowest
responsive and responsible bid; and
The County Affirmative Action Officer having evaluated all of the documentation of good faith effort
submitted by BRCO and having reported that BRCO has complied with the requirements of the County's
Outreach Program; and
The County Administrator recommending that the bid submitted by BRCO is the lowest responsive
bid, and this Board concurring and so finding;
NOW, THEREFORE, the Board determines and orders as follows:
The Board DETERMINES that BRCO as the lowest responsive and responsible
bidder, has complied with the project specifications and requirements of the County
Outreach Program; and
The Board ORDERS that the contract for the furnishing of labor and materials for
said work is awarded to BRCO Constructors Inc, at the listed amount(Base Bid)and at the
prices submitted in said bid, and that said contractor shall present two good and sufficient
surely bonds as indicated above, and that the County Administrator shall prepare the
contract therefore; and
The Board FURTHER ORDERS that, after the contractor has signed the contract
and returned it, together with the bonds as noted above and any required certificates of
insurance or other required documents, and the County Administrator has reviewed and
found them to be sufficient, the County Administrator or his designee is authorized to sign
the contract for this Board; and
The Board FURTHER ORDERS that, in accordance with the project specifications
and/or upon signature of the contract by the County Administrator or his designee, any bid
bonds posted by the bidders are to be exonerated and any checks or cash submitted for
security shall be returned; and
The Board FURTHER ORDERS that the County Administrator or his designee is
authorized to sign any escrow agreements prepared for this project to permit the direct
payment of retention into escrow or the substitution of securities for withheld funds,
pursuant to Section 22300 of the Public Contract Code; and
Pursuant to Public Contract Code Section 4114, the Board DELEGATES its
functions under Public Contract Code Section 4107 and 4110 to the County Administrator
or his designee; and
Pursuant to Public Contract Code 20142 the Board DELEGATES to the County
Administrator or his designee, the authority to execute written change orders to the above
referenced contract provided the additional cost for any single change order does not
exceed $67,800.

SUBJECT: APPROVE AND AUTHORIZE CONTRACTS FOR THE DISTRICT ATTORNEY
OFFICE REMODEL. (WH404B)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
ADOPT the attached Resolution authorizing the County Administrator or his designee to execute a
contract with BRCO Constructors, Inc. of Loomis, California, the lowest responsive and responsible
bidder for the renovation of the District Attorney Offices in Richmond California.
FISCAL IMPACT:
Funds have been previously appropriated for this project.
BACKGROUND:
On October 2, 2001, the Board of Supervisors approved the plans and specifications for the
renovation of the Richmond District Attorney Offices and authorized the County Administrator to
request competitive bids for construction of the project. URS, acting as agent for Contra Costa
County, issued a Notice to Contractors on October 2, 2001. Bids were due and received on
November 6, 2001. Nine bids were received with the lowest price coming from BRCO Constructors,
Inc. located in Loomis, California. The County's Affirmative Action Officer evaluated BRCO's good
faith effort to comply with the County Outreach Program and Mandatory Subcontracting Minimum
documentation and found them acceptable.
BRCO's base bid of $1,106,000 came in under the estimated construction contract cost (base bid) of
$1,500,000 by approximately 35%. In fact, all bids were under the architect's estimate.
