SUBJECT: Approving Plans and Specifications for the District Attorney Office Remodel
100 37th Street, Richmond, California
Budget Line Item No. 4405-4404
Authorization No. 0928-WH404B
WHEREAS plans and specifications for the District Attorney Office Remodel 100 37th Street,
Richmond, have been filed with the Clerk of the Board this day by the Office of the County
Administrator; and
WHEREAS plans and specifications were prepared by Muller and Caulfield Architects; and
WHEREAS the Architect's cost estimate for the initial construction contract is $1,500,000 and
WHEREAS the Board has obtained the general prevailing rates of wages, which shall be the
minimum rates paid on this project; and
WHEREAS the Board hereby finds that the project is a California Environmental Quality Act
(CEQA)Class 1(a)Categorical Exemption, and directs the Director of Community Development to file a
Notice of Exemption with the County Clerk;
IT IS BY THE BOARD RESOLVED that said plans and specifications are hereby
APPROVED. Bids for this work will be received on November 6, 2001 at 2:00 p.m., and the Clerk of
this Board is directed to publish a Notice to Contractors in accordance with Section 22037 of the Public
' Contract Code, inviting bids for said work, said Notice to be published in the Contra Costa Times. The
County Administrator, or his designee, is directed to mail notices to the construction trade journals
specified in Section 22036 of the Public Contract Code at least 30 days before the date of opening the
bids; and
IT IS FURTHER RESOLVED that the County Administrator, or his designee, is
AUTHORIZED to issue bid Addenda, as needed, for clarification of the contract bid documents,
provided the involved changes do not significantly increase the cost estimate for the initial construction
contract.

RECOMMENDATION(S):
1. ADOPT Resolution APPROVING plans and specifications for the renovation of the District
Attorney Offices in Richmond, California
2. Direct Staff to post a Notice of Exemption with the County Clerk.
FINANCIAL IMPACT:
Funds have been previously appropriated for this project.
BACKGROUND:
This project incorporates improvements to the County Administration Building in Richmond to
alleviate HVAC deficiencies in the District Attorney's suite, consolidate District Attorney functions
scattered throughout the North wing, provide accessible toilet facilities for the public, and improve
public access to the Veterans Services suite. By consolidating District Attorney functions on the
second floor, the remodeling project will free up space on the first floor to accommodate future
expansion of the Superior Court.

NOTICE TO CONTRACTORS
Notice is hereby given by order of the Board of Supervisors of Contra Costa County, that the Office of the County
Administrator will receive bids for the furnishing of all labor,materials,equipment,transportation and services for:

Bid proposals shall be sealed and submitted to URS,County Administration Building 651 Pine Street 6'h Floor
Conference Room,Martinez, California 94553, on or before the 6th day of November, 2001 at 2.00 p.m. The
bids will be opened in public immediately after the time due in the County Administration Building,651 Pine Street,6th
Floor Conference Room,Martinez,California.
The prime contractor for this project shall hold a valid Class B General Building Contractor license.
The estimated construction contract cost (base bid) is $1,500,000.00. The work includes the remodeling of
approximately 11,200 gross square feet of offices and support facilities, including new interior finishes, mechanical,
electrical and plumbing equipment.
A_pre-bid conference will be held on Tuesday, October 16 2001 at 10.00 a.m. in the County Administration
Building, 100 — 37th Street, 2nd floor conference room, Richmond California Attendance at this meeting is
mandatory for all bidding General Contractors and serves as part of the documentation of good faith effort -
Bidder Outreach and Affirmative Action(See Division E). The agenda will include a review of the bid procedures,
a review of the County's team for management of the project,recommended outreach efforts, and a general question
and answer period to address any other subjects of interest to attendees. A tour of the project area will follow the
conference. A record of the meeting attendance will be available to all attendees.
Each bid is to be in accordance with the drawings and specifications on file at the Office of the Clerk of the Board of
Supervisors, First Floor, County Administration Building, 651 Pine Street, Martinez, California. The drawings and
specifications may be examined at the URS office, 100 Glacier Drive, Martinez, California. Drawings and
specifications (not including documents included by reference) and proposal forms, may be obtained by fax request
from BPS Reprographic Services, 2748 Willow Pass Road, Concord, California 94518 (Telephone: (925) 682-6930,
FAX: (925)825-5729). There will be no charge for these documents.
Prospective bidders may obtain copies of the County's log of contractor plan holders by calling URS(925)646-4075 or
submitting a written request via FAX(925)646-4088. Requests for copies of the plan holders log cannot be accepted
after 12:00 p.m.of the day before the bids are due.
Technical questions regarding the contract documents must be directed in writing to Randy 011mann at URS, 202
Glacier Drive,Martinez,CA 94553,by fax to(925)646-4088,or by electronic mail to(randy ollmann@urscorp.com).
No questions will be addressed or answered after October 26. The cutoff time for questions is 12:00 p.m.
Each bid shall be made on the bid form issued with the specifications. The bid must be accompanied by bid security in
the form of cash, a certified check, cashier's check, or bid bond in the amount of ten percent (10%) of the base bid
amount,made payable to the order of"The County of Contra Costa".

The successful bidder will be required to furnish a Payment Bond in an amount equal to one hundred percent(100%)of
the Contract price and a Faithful Performance Bond in an amount equal to one hundred percent(100%)of the Contract
price. Said bonds to be secured from an admitted surety insurer authorized by the Insurance Commissioner to transact
business of insurance in the State of California.Each bond shall be issued on the form set forth in the specifications.
Bidders are hereby notified that pursuant to the Statutes of the State of California, or local law applicable thereto,the
said Board has obtained the general prevailing rate of per them wages and rates of legal holidays and overtime work in
the locality in which this work is to be performed for each type of workman or mechanic required to execute the
contract which will be awarded to the successful bidder. The prevailing rate of per them wages is on file with the Clerk
of the Board of Supervisors.
The Contra County Board of Supervisors encourages opportunities to develop and support Minority Business
Enterprises (MBEs), Women Business Enterprises (WBEs), Small Business Enterprises (SBEs), and Local Business
Enterprises(LBEs)by providing opportunities for participation in the performance of construction contracts financed in
whole or in part with County funds. MBE,WBE,SBE,and LBE definitions,affirmative action requirements and other
detailed requirements are specified in the Instructions to Bidders and conditions of Contract,Division E.
The Contra Costa County Board of Supervisors reserves the right to reject any and all bids or any portion of any bid
and/or waive any irregularity in any bid received. Bids may not be withdrawn for a period of 60 days after the date set
for opening thereof.
