In the Matter of Resolution No.
RECOGNIZING THE NEED FOR LEGISLATION
TO LOCK GASOLINE SALES TAX FOR THE
PURPOSE OF TRANSPORTATION
WHEREAS,the State of California generally and East Contra Costa County specifically are
experiencing tremendous transportation problems; and
WHEREAS,things will be of an even greater magnitude given California's increasing population;
and
WHEREAS,each year no constructive action is taken to resolve transportation dilemma our
people will become more frustrated and traffic congestion even more critical;and
WHEREAS,the sales tax on gasoline grosses over one billion dollars per year;and
WHEREAS,these sales tax funds are generated solely by families and commuters using streets
and highways; and
WHEREAS,the State of California has for many years ranked almost last in the United States in
spending on highways creating tremendous problems in urban areas;and
WHEREAS,the sales tax in gasoline has been diverted to the State general fund; and
WHEREAS,the people of California rightfully expect that these funds be used for transportation
purposes;and
WHEREAS,agreement was reached in this fiscal years budget to utilize a sizeable portion of
these funds for transportation purposes; and
WHEREAS,Governor Davis has stated his intent to divert these gasoline sales taxes into the
State general fund; and
WHEREAS,eighteen percent of the people can qualify fdr homes in East Contra Costa County
and yet it is proposed that each new homebuyer pay almost eight thousand dollars for transportation
purposes; and
WHEREAS,the people of California must be assured that these taxes are spent on transportation
only.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County of
Contra Costa,California,does hereby strongly urge its legislative representatives to support legislation that
would earmark gasoline sales tax for transportation purposes only. Plus the Board by this resolution sent to
all cities and the Mayors Conference urges the cities and the Mayor's Conference to contact their assembly
and senate representatives to urge their support of such legislation.
