SUBJECT: REAL PROPERTY AGENT ADVANCED CERTIFICATION PAY DIFFERENTIAL
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution No. 2001/265 introduced on May 15, 2001 to amend Resolution No.
2000/372 to include the classifications of County Assessor and Assistant County Assessor-Exempt
amongst other classifications eligible to receive the Real Property Agent Advanced Certificate
Differential.
BACKGROUND:
On May 15, 2001, the Board of Supervisors removed from consideration a proposed resolution
to authorize a Real Property Agent Advanced Certificate pay differential for the classifications of
County Assessor and Assistant County Assessor-Exempt. On May 22, 2001, the Board Chair
referred the proposal to the Internal Operations Committee for evaluation.
The Internal Operations Committee, on dune 18, received reports from the Assistant Director,
Human Resources and the Assessor, who provided justification for making the two classes
eligible for the differential. Comparable differentials are currently authorized for the elective
department heads of the Auditor-Controller and the Treasurer-Tax Collector, and for several of
their subordinate management classifications (see attached summary). The Real Property
Advanced Certificate has an ongoing training and testing component, in addition to a minimum
education and experience requirement. In recognition that senior member certification programs
enhance the quality of County managers and the Real Property Advanced Certificate Differential
is consistent with differentials currently authorized for comparable disciplines, our Committee
recommends approval of the request to authorize the Real Property Advanced Certificate
Differential for the classifications of County Assessor and Assistant County Assessor-Exempt.

RECOMMENDATION
Adopt resolution amending Resolution No. 2000/372 regarding Compensation and Benefits for
County Officers, Managers and Unrepresented employees.
BACKGROUND
Effective April 1, 2001, paragraph IV Special Benefits for Management Employees by Department or
Class, Section 47, Real Property Agent Advanced Certificate Differential, shall be amended to
include the following classifications:
County Assessor(DAA1) and Assistant County Assessor-Exempt (DAB1)
FISCAL IMPACT
There is no fiscal impact unless the incumbents meet the certification requirements. The maximum
monthly cost would be $1,344.20 for three (3) incumbents which is within the Assessor's budget.
