HomeMy WebLinkAboutRESOLUTIONS - 01012001 - 2001-206 �doard of Supervisors Contra Costa County, State of California RESOLUTION NO.2001/206 WHEREAS, the existing 95-mile BART system currently provides more than 90 million passenger trips serving 3 million residents of the three-county BART District and there is a significant need to meet the growing demand for transit in Eastern Contra Costa County;and WHEREAS, the Route 4 corridor between Brentwood and Concord is one of the most congested in the Bay area; and WHEREAS, operating rail service on existing lightly-used freight lines is an attractive transportation alternative that delivers high-quality transit to Eastern Contra Costa County; and WHEREAS, eBART is an appropriate match for travel demand along the corridor;and WHEREAS, eBART would use lightweight, self-propelled diesel multiple-unit rail vehicles with a 135 person seating capacity and up to 75 miles per hour maximum speed; and WHEREAS, eBART would connect at either the North Concord/Martinez or Pittsburg/Bay Point BART stations and would proceed to Brentwood via the Union Pacific-owned Moccoco line and could potentially be extended to the City of Tracy; and WHEREAS, new stations could be established in Pittsburg,Antioch,Oakley,Brentwood and possibly Tracy; and service frequency could be 15-20 minutes during peak periods and will be timed to meet BART trains and there will be supplemental off-peak service;and WHEREAS, in keeping with BART's "Smart Growth"policies,BART and local agencies should promote both residential and employment-based Transit-Oriented Development(TOD)around stations;and WHEREAS, the estimated capital cost to build eBART,excluding track purchase, is approximately 100 to 200 million dollars; and WHEREAS, it will take approximately 3 to 4 years after funding has been secured to implement eBART; and WHEREAS, eBART will provide local economic benefits by potentially attracting employers to East Contra Costa County as well as providing employment opportunities for East County residents in train maintenance and operations; and WHEREAS, on February 8,2001,TRANSPLAN supported the expenditure of$250,000 to study the eBART proposal;and WHEREAS, a majority of the East County Cities have already adopted a resolution supporting the proposed eBART Rail Service; and WHEREAS, eBART is an interim step towards the ultimate extension of the existing BART system in Eastern Contra Costa County;and WHEREAS, no investments in or development of eBART shall preclude the ability to eventually extend the existing BART system in Eastern Contra Costa County. NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa County hereby expresses their strong support for the further study and implementation of the eBART project as a rapid, integrated,cost-effective and reliable transit option for Eastern Contra Costa County.
