Department of Justice Amended COPS MORE 2000 Grant SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION RECOMMENDATION: Resolution # 2004/ 197 I. APPROVE and AUTHORIZE the Sheriff to accept a modified COPS MORE 2000 grant award of$100,000 from the U. S. Department of Justice, for the period September 1, 2000 through August 31, 2001, and to execute Grant Award modification documents on behalf of the County. II. ADD 4.0 FTE Sheriffs Aide (64VF) positions to the Office of the Sheriff to implement the grant program. FISCAL IMPACT: The COPS grant award provides partial funding for new civilian positions that will result in the redeployment of currently employed, sworn officers. The County will provide matching funds of $116,372 for the one-year period; these funds are available in the Sheriffs Office budget. The County and the Sheriffs Office will attempt to retain the positions beyond the grant period. BACKGROUND: On October 24, 2000, the Board of Supervisors authorized the Sheriff to accept a COPS MORE 2000 grant award in the amount of$175,000 with local matching funds of$164,687. The grant award allowed the addition of four Sheriffs Ranger position and three Sheriffs Aide positions. Since October, the Sheriffs Office has determined that it is not possible to implement the program as originally planned and has requested modification of the grant. The modified grant award is for $100,000 in Federal funding and $116,372 in local match. The modified program will still provide relief to sworn officers in the booking unit and will allow for redeployment of these officers. Since the program is delayed in implementation, a grant extension will be requested to extend the grant period to June 30, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff to accept $175,000 from the U. S. Department of Justice for the period September 1, 2000 through August 31, 2001, and AUTHORIZE the Sheriff-Coroner or his designee to execute such Grant Award on behalf of the County. (This will allow the redeployment of seven Deputy Sheriffs pursuant to the Federal COPS MORE 2000 Program). FISCAL IMPACT: The award provides partial funding for new civilian positions that will result in the redeployment of currently employed, sworn officers. The County will provide matching funds of$164,687 for the one year period; these funds are available in the Sheriffs Office budget. The County and the Sheriffs Office will attempt to retain the positions beyond the grant period. BACKGROUND: The U.S. Department of Justice announced the availability of additional funding under the COPS MORE 2000 program. Deputies assigned to the intake/booking unit at the Main Detention Facility currently spend 4.7 hrs per shift completing administrative functions related to intake/booking. In addition, it takes a Deputy in excess of 46 minutes to complete a round-trip transport from the field to the detention facility. The time saved by this additional civilian staff will allow arresting officers more time for community policing duties.
