HomeMy WebLinkAboutRESOLUTIONS - 01012001 - 2001-142 Board of Supervisors of Contra Costa County, State of California In the Matter of Acknowledging the Efforts of the (Alcohol and Other Drugs Advisory Board) RESOLUTIONNO. 2001/142 of Contra Costa County and the Partnership for an Alcohol and Drug-Free Contra Costa County and Proclaiming April 2001 Alcohol Awareness Month WHEREAS, alcohol is the third leading cause ofpreventable death, killing nearly 100,000 Americans every year; and 13.8 million Americans suffer from alcohol-related problems, including 8.1 million alcoholics; and WHEREAS, about 5.1 million Americans between ages 12-20 are "binge"drinkers (consuming S or more drinks in a row on a single occasion) including 2.3 million heavy drinkers (consuming S or more drinks on the same occasion on at least 5 different days in one month); and WHEREAS, drinking has a negative effect on the academic performance of students; and approximately 9% of the nation's 8t''graders, 22%of 10%graders and 33%of 12%graders have been drunk during the last month; and WHEREAS,nearly one-third of all high school seniors "binge drink"on a regular basis; and underage drinkers are at greatest risk for alcohol poisoning; and WHEREAS,people who begin drinking before age 15 are 4 times more likely to develop alcoholism than those who begin at 21; and WHEREAS, alcohol is implicated in at least one third sexual assault and acquaintance rape cases among teens and college students; and WHEREAS, alcohol use by youth, alcoholism, and alcohol related problems including traffic crashes, violent crime, burns, drowning, suicide attempts, fetal alcohol syndrome, alcohol poisoning and treatment - cost the American economy more than$58 billion in health care every year; and WHEREAS, alcoholism and alcohol-related problems can be prevented and treated; and WHEREAS, the Alcohol and Other Drugs Advisory Board and the Partnership for an Alcohol and Drug-Free Contra Costa County coordinate Contra Costa County Alcohol Awareness Month in cooperation with communities to offer our citizens the opportunity to demonstrate its commitment to health, and alcohol free lifestyles; and WHEREAS, as members of the Board of Supervisors, we call upon all citizens, parents, governmental agencies, public and private institutions, businesses, hospitals and schools in Contra Costa County to help raise awareness about this critical public health issue, to support Contra Costa's efforts to eliminate underage drinking, encourage youth to live alcohol free lifestyles, and to join us in fighting America's alcohol problem by pledging to support research, education, and treatment for alcoholism and alcohol related problems. NOW THEREFORE,BE IT RESOLVED that the Board of Supervisors does hereby proclaim that April 2001 is ALCOHOL AWARENESS MONTH in Contra Costa County. By V Deputy Cler s The Board of SuperYisors Of Contra Costa County In the Matter of Resolution No.Owk I iq k PROCLAIMING THE MONTH OF MAY 2001 "AIDS AWARENESS MONTH" in CONTRA COSTA COUNTY WHEREAS, there have been more than 2139 cases of AIDS and more than 1384 AIDS related deaths reported among Contra Costa residents since the first AIDS case was diagnosed in Contra Costa County in 1982, and WHEREAS, it is estimated that more than 4,900 Contra Costa residents have been infected with HIV since the start of the AIDS epidemic, and WHEREAS, women, teenagers young adults and people of color especially African Americans are at increasing risk for HIV infection, and WHEREAS, the annual cost of treating HIV diseases an AIDS related infections may exceed 538,000 per person and S30 million throughout Contra Costa, and WHEREAS, the early deaths of Contra Costa residents from AIDS represents a loss of more than 40,000 productive life years, and WHEREAS, no cure for AIDS exists an HIV education and prevention remains the most effective means of limiting the impact of the epidemic, and WHEREAS, the Contra Costa County AIDS Program in partnership with members of the HIV Education and Prevention Network is coordinating an AIDS Awareness Month in`May. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa, California, does hereby proclaim May 2001 as AIDS Awareness Month in Contra Costa County and hereby calls upon all citizens, parents, governmental agencies, elected officials, businesses, private institutions, non-profits agencies, religious communities, hospitals and schools to use our collective powers to stop HIV/AIDS by encouraging dialogue about HIV/AIDS supporting community efforts at HIV prevention, providing comprehensive HIV/AIDS education and responding compassionately to people living with HIV and AIDS.
