SUBJECT: Requesting the County's State Delegation
to Establish a State-wide Study of
Inherently Safer Systems
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Resolution No.2001/122
WHEREAS Contra Costa County has shown its commitment to protecting worker safety by adopting a
stringent Industrial Safety Ordinance,establishing the County as a leader in industrial safety;and
WHEREAS the Industrial Safety Ordinance addresses such issues as root cause analysis and human factors;
and
WHEREAS sharing information and practices across industries improves the safety of all industries; and
WHEREAS the State of California has many industries that might benefit from a statewide study of the
implementation of Inherently Safer Systems;and
WHEREAS, the State of California enacted, in Senate Bill 1889 (1996) a comprehensive statewide
accidental chemical release prevention program; and
WHEREAS, the Governor's Office of Emergency Services plays a vital role in reviewing complex issues
relative to the prevention of accidental chemical releases;and
WHEREAS, the Governor's Office of Emergency Services possesses the technical knowledge to review
Inherently Safer Systems;
NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors requests the members of its state
legislative delegation to introduce legislation to establish a state-wide study of the public policy
considerations associated with implementation of Inherently Safer Systems in all industries and that this
study be conducted by the Governor's Office of Emergency Services.

RESOLVE to request the County's state delegation to introduce legislation that will establish a
state-wide study of the effectiveness of Inherently Safer Systems across all industries, the study to
be conducted by the Governor's Office of Emergency Services.
