CONTRA COSTA COUNTY, STATE OF CALIFORNIA
IN THE MATTER OF RECOGNIZING LAWRENCE D. DAHMS ON THE OCCASION OF HIS
RETIREMENT AS EXECUTIVE DIRECTOR, METROPOLITAN TRANSPORTATION
COMMISSION, AND EXPRESSING APPRECIATION FOR THE CONTRIBUTION MR.
DAHMS HAS MADE TO CONTRA COSTA COUNTY AND TO HIS PROFESSION DURING
HIS 23 YEARS OF SERVICE AS INTRODUCED BY SUPERVISOR MARK DESAULNIER.
RESOLUTION NO. 2001/22
WHEREAS, Larry Dahms, as the executive director of the Metropolitan Transportation
Commission for 23 years, has taken a lead role and has been successful in meeting the transportation
needs for the residents in Contra Costa County by implementing transit services in West, Central and
Eastern Contra Costa County in 1976; by forging the historical new rails starts agreement (MTC
Resolution 1876) in 1983 thereby insuring the extension of BART to Eastern Contra Costa County; by
advocating the enabling legislation for local sales tax for transportation in 1986 (Senate Bill 877) which
allowed Contra Costa County to ask voters to approve a half cent sales tax for transportation and link land
use decision to transportation; by incorporating the Contra Costa growth management model in the
Congestion Management legislation of the State in 1989 (AB 471), by being the first metropolitan
planning organization to recognize and advocate the maintenance and operations needs of both transit and
local streets and roads;and
WHEREAS, under Larry Dahms' leadership, Contra Costa County received over $1 billion in
State and Federal grants to upgrade the freeway system, the BART system and the local transit systems;
and
WHEREAS, Larry Dahms strongly advocated the need for all transportation providers to work
together for the good of the residents in the San Francisco Bay Area and formed the Bay Area Partnership
to provide a forum for consensus and the resolution of issues. The partnership has become the model for
other metropolitan areas;and
WHEREAS, Mr. Dahms recognized the necessity of revitalizing existing systems while at the
same time expanding for future needs and worked collaboratively with other groups to include in the new
Federal transportation reauthorization a goal of creating livable communities—a goal strongly supported
by this Board of Supervisors;and
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County
does hereby publicly recognize and express its appreciation for the contribution Lawrence Dahms has
made to Contra Costa County and to his profession during his 23 years of service as the Executive
Director of the Metropolitan Transportation Commission; and
BE IT FURTHER RESOLVED that this Board extends to Lawrence D. Dahms, his wife, three
children all best wishes for future happiness and success in all their endeavors.
Passed and Adopted on January 23,2001,by a unanimous vote of the Board members present.
