HomeMy WebLinkAboutRESOLUTIONS - 01012001 - 2001-008 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on January 9, 2001, by the following vote: AYES: SUPERVISORS GIOIA, UILKEMA, DeSAULNIER and GERBER NOES: NONE ABSENT: SUPERVISOR SEAT V IS VACANT AT THIS TIME ABSTAIN: NONE Resolution No. 2001/ 8 Subject: Authorize the Submittal of a Grant Application, the Incurring of an Obligation, the Execution of a Grant Agreement and any Amendments thereto, and any other Documents Necessary to Secure a CCEPP Grant from the State of California (Community Code Enforcement Pilot Program) WHEREAS, Contra Costa County(hereinafter referred to as "County") is a public entity established under the laws of California and empowered to enter into an agreement to receive State funds to promote code enforcement efforts and to commit to providing annual matching funds or reserves. WHEREAS, the California Department of Housing and Community Development (hereinafter referred to as the "State") is authorized to make grants to assist with code enforcement efforts. WHEREAS, the County acknowledges there is a housing crises and finds that there is insufficient funding for abatement and code enforcement and therefore, desires to obtain from the State a grant in order to create a program which will reduce the incidence of substandard housing, maintain and improve deteriorating housing stock in specified target areas, including the establishment of a satellite code enforcement pilot program in East County, the feasibility of which has been under study pursuant to this Board's November 14, 2000 Order (attached) and develop effective working relationships through an interdepartmental approach to code enforcement activities and intends to offer matching funds and resources as identified in its application. NOW, THEREFORE, BE IT RESOLVED the Board of Supervisors hereby directs the Director of the Building Inspection Department to submit to the State an application for a Code Enforcement Pilot Program grant for use in targeted areas of the County. If the application is approved, the County is hereby authorized to incur an obligation to provide matching funds or resources in any amount not less from the amount approved by the State and to enter into a grant agreement with the State for the purposes set forth in the application and approved by the State. It also may execute a contract and other instruments necessary or required by the State to govern and secure the match obligation, the performance obligation, and the state funding commitment. The County is further authorized to request amendments, including,but not limited to funding increases in amounts up to amounts approved by the State, and to execute any and all documents required by the State to govern and secure these amendments. The County authorizes Carlos Baltodano, Director of Building Inspection, to execute in the name of the County, the application and the agreement, and other instruments necessary or required by the State for the making and securing of the grant, and any amendments thereto.
