HomeMy WebLinkAboutRESOLUTIONS - 01012000 - 2000-578 TO: BOARD OF SUPERVISORS FROM: Anne Cain, County Librarian DATE: December 4, 2000 SUBJECT: Authorize the County Library to Join the Golden Gateway Library Network SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Resolution authorizing the Contra Costa County Library to join the Golden Gateway Library Network. 265575-78 FINANCIAL IMPACT: The Library of California Act specifies that there can be no dues for membership; therefore there is no membership fee to join the Golden Gateway Library Network. All basic services for members will be funded by the State at no or reduced/subsidized cost. Enhanced services may be available to members for a fee; however, members are not required to purchase any enhanced services or participate in a reduced/subsidized cost program as a condition of membership. Members are required to share resources with other member libraries, but the Golden Gateway Library Network/Library of California will provide funding to offset the cost of this sharing. Participation in some programs may require the commitment of local resources; however, such commitment will be more than outweighed by the programmatic value received. BACKGROUND: The Library of California was created by California law in 1998. The Library of California is comprised of seven regions, each responsible for developing coordinated resource sharing and the delivery of library services among all libraries throughout the region. The Library of California will coordinate services among the regions and provide statewide resources and the telecommunications infrastructure for electronic interconnectivity and service delivery. State funding provides a base level of membership service for each library that joins the Golden Gateway Library Network. The Contra Costa County Library currently receives services through BALIS, a CLSA public library system and will continue to receive these services at the same or increased level through the Library of California. It is anticipated that all services will transition from the CLSA systems to the Golden Gateway Library Network within the next two to five years. Golden Gateway Library Network services currently supplement, but do not supplant, CLSA and Library of California service delivery. The Golden Gateway Library Region incorporates the counties of Alameda, Contra Costa, Lake, Marin, Mendocino, Monterey, Napa, San Benito, San Mateo, San Francisco, Santa Clara, Santa Cruz, Solano, and Sonoma. The region is organized as a 501c(3) non-profit, tax-exempt organization whose members are public, special, academic and school libraries in the area. The member libraries are eligible for all Libraries of California-funded programs at no cost. WHEREAS, the State of California has established the Library of California and seven regional networks to improve library services state-wide and regionally, and WHEREAS, the Golden Gateway Library Network has been established to improve an individual library's access to other libraries' resources and to improve library technology and services throughout the region, and WHEREAS, the Contra Costa County Library perceives the benefits of joining the Golden Gateway Library Network, and WHEREAS, the Contra Costa County Library agrees to comply with all provisions of the Library of California Act and Regulations and conditions of membership within the network, and WHEREAS, the Contra Costa County Board of Supervisors agrees not to reduce funding for library services as a result of network participation, and WHEREAS, the-Contra Costa County Library agrees that its will: 1. Share resources and services with other members of the Golden Gateway Library Network. 2. Provide resources and services for other members of the Golden Gateway Library Network. 3. Meet the minimum resource-sharing performance standards of the Golden Gateway Library Network, and NOW, THEREFORE, this Board RESOLVES to authorize membership of the Contra Costa County Library in the Golden Gateway Library Network, and BE IT FURTHER RESOLVED that the Contra Costa County Board of Supervisors authorizes the County Librarian to sign the Golden Gateway Library Membership Application Form.
