The Board of Supervisors of Contra Costa County, as the Board of Directors of
County Service Area M-8, RESOLVES THAT;
1. Date. Consolidate. Pursuant to Section 4 of Article XIII-B of the
California State Constitution, an appropriations limit increase election is hereby called for
County Service Area(CSA) M-8 on November 7, 2000, and it shall be consolidated with
any other election(s) in CSA M-8 on that date.
2. Ballot Measure. This election shall be conducted by submitting to the
voters of CSA M-8 ballot measure in substantially the following form:
"Shall the appropriations limit under California Article XIII-B for
County Service Area M-8 be maintained at$600,000, as previously
approved by the voters of the Service Area, and adjusted for changes
in the cost-of-living and population, with the increase effective for the
fiscal years 2000/2001 through 2003/2004 (inclusive)to provide for
the expenditure of funds that will be available to the Service Area
during the stated fiscal years?"
3. Notice. Conduct. The County Clerk(Elections) shall take all steps
necessary to provide appropriate notice of the election and to conduct it in accordance
with applicable provisions of the Elections Code (Sec. 5200 ff.),
4. Not Mail Ballot. The election shall not be by mail ballot.

RECOMMENDATIONS,
ADOPT the attached resolution that calls for an appropriations limit increase election on
November 7, 2000 for County Service Area M-8, Discovery Bay.
BACKGROUND
When the Gann Initiative (Prop. 4) became effective in 1979, it imposed a limit on the future
expenditures of service areas (such as Discovery Bay) based on their budget during fiscal year
1978-79. Voters in 1988 raised the limit for GSA M-8 from $150,000 to$400,000 and again raised
it in 1992 to $600,000. An election in 1996 maintained the limit at $600,000, however, voter-
approved "over-ride" elections are valid for four years before the appropriation limit expires.
Because the appropriations limit over-ride for County Service Area M-8 expired in FY 1999-00
(there is a one-year extension allowed), voter approval for an increased limit is required for FY
2000-01 through FY 2003-04. Based on historical information, without the over-ride, the district
is expected to exceed its limit in FY 2000-01 by $44,690, disallowing the expenditure of these
funds for district purposes.
FISCAL IMPACT
None for the County General Fund. 100% M-8 funds.
