1. The Contra Costa County Fire Protection District has met and conferred
with United Professional Firefighters, IAFF, Local 1230 and agreed upon
wages, benefits and certain other terms and conditions of employment for
the period March 16, 2000 through March 31, 2002 pending the completion
of a comprehensive Memorandum of Understanding.
2. The County Administrator has submitted a Letter of Understanding dated
August 1, 2000, a copy of which is attached hereto, which has been jointly
signed by representatives of the Contra Costa County Fire Protection
District and the Union and which summarizes said agreements noted
above, and;
3. The Board having considered the Agreement, NOW THEREFORE:
The Contra Costa County Board of Supervisors in its capacity as ex-officio
Governing Board of the Contra Costa County Fire Protection District, RESOLVES
THAT:
Effective March 16, 2000, the Letter of Understanding with IAFF, Local 1230
attached hereto, is adopted.

RE: ECONOMIC TERMS AND CONDITIONS FOR IAFF, LOCAL 1230
2000-2002 LETTER OF UNDERSTANDING
Dear Mr. Paulson:
This confirms agreement to submit this Letter of Understanding (LOU), outlining
negotiated wage agreements and other economic terms and conditions of
employment beginning March 16, 2000 through March 31, 2002, for approval by
the Board of Supervisors.
This letter expresses wage and benefit changes and other terms and conditions
of employment, agreed upon between the Contra Costa County Fire Protection
District (District) and the International Association of Fire Fighters, Local 1230.
These agreements shall be implemented upon approval by the Board of
Supervisors in its capacity as ex-officio Governing Board of the District and
expressed in a comprehensive Memorandum of Understanding (MOU) - which is
being prepared. The Tentative Agreements attached hereto are incorporated
herein by reference.
A comprehensive MOU will be finalized by the parties as soon as possible and
submitted to the Board of Supervisors for further approval. Pending such further
approval, the terms and conditions of employment of District employees
represented by IAFF, Local 1230 are expressed in the last expired MOU and the
January 26, 1999 MOU extension, subject to the terms of this Letter of
Understanding.

AGREEMENTS
1. General Waae Increases
July 1, 2000: 7%
March 1, 2001: 2%
July 1, 2001: 3%
2. Probation period
Increase minimum Probation Period from six (6) months, to nine (9) months
for original entrance appointments only.
3. Health Care Spending Account
Effective January 1, 2001, the amount of pre-tax dollars an employee may
set aside shall be increased from $2400 to $3000 per year for health care
expenses not reimbursed by any other health benefits plan.
4. Vacation Leave
Effective the first (15) of the month following adoption of the MOU by the
Board of Supervisors, District employees with twenty-one to twenty-five (21-
25) years of completed service will accrue vacation credits at a rate of
twenty-four (24) hours per month — an increase of one (1) hour per month.
The maximum accumulations thereof, will increase to five hundred seventy-
six (575).
5. Workers' Compensation
Effective sixty (60) days following Board approval of the MOU, a permanent
non-safety employee shall receive eighty-six percent (86%) of regular
monthly salary for all accepted claims filed with the County.
6. Health and Welfare, Life and Dental Care
Effective the first (1St) of the month following adoption of the MOU by the
Board of Supervisors, the District will increase their contribution to the
monthly dental premium by one percent (1%).
The District will increase the annual maximum Delta Dental Plan coverage
from $1200 per member, to $1500, effective January 1, 2001; and to $1600,
effective January 1, 2002.

7. Health and Welfare. Life and Dental Care
The District will continue the existing County group $7500 Term Life
Insurance Plan for all permanent employees.
8. Actuarial Study
If legislation is enacted that will make the Retirement benefit commonly
known as "3% at 50" available, the District will request the Contra Costa
County Employees Retirement Association to conduct an actuarial study to
determine the cost associated with such a benefit; The results of which will
be shared with IAFF, Local 1230, by January 1, 2002.
9. Retirement Contribution
Pursuant to Government Code Section 31581.1, the District will continue to
pay fifty percent (50%) of the retirement contributions normally required of
employees. Such payments shall be in effect for the period of March 16,
2000 to December 31, 2000.
Effective January 1, 2001, pursuant to United States Code, Title 26, Subtitle
A, Chapter 1, Subchapter D, Part I, Subpart B, Section 414(h)(2), the
following Retirement Contribution Procedure will be implemented:
The employee's base pay will be increased by 3.9%. This amount is
one half (112) the average retirement percentage rate paid by
represented members (not including cost of living program
contribution).
The employee will be responsible for one hundred percent (100%) of
the normal contribution required of the employee. The contribution
will be deducted from the employee's earnings pretax based on the
individual employee's retirement contribution percentage, based on
age of entry into the retirement system.
Employees shall be responsible for payment of the employees'
contribution for the retirement cost of living program as determined
by the Board of Retirement of the Contra Costa County Employees'
Retirement Association without the District paying any part of the
employees share. The District will pay the remaining one-half (1/2) of
the retirement cost-of-living program contribution.

5.1 General Wage Increases

SECTION 16 - PROBATIONARY PERIOD
16.1 Duration
All appointments from officially promulgated employment lists for original
entrance or and promotion shall be subject to a probationary period. For original
entrance appointments, the probationary T#is period shall be for sic-( nine 9
months unless otherwise noted below. For promotional appointments, the
probation period shall be from six (6) months to one (1) year duration

16.3 Classes with Changed Probationary Periods.
When the probationary period for a class is changed, only new appointees to
positions in the classification shall be subject to the revised probationary period.
16.4 Probationary Period Time.
The probationary period shall date from the time of appointment to a permanent
position after certification from an eligible list. It shall not include time served
under provisional appointment or under appointment to limited term positions or
any period of continuous leave of absence without pay or period of work
connected disability exceeding fifteen (15) calendar days. For those employees
appointed to permanent-intermittent positions with a six(6) nine 9 month
probation period, probation will be considered completed upon serving one
t# fifteen hundred (1,500) hours (1456 hours for shift employees)
after appointment - except that in no instance will this period be less than six (6)
nine 9 calendar months from the beginning of probation. If a permanent-
intermittent probationary employee is reassigned to full-time, credit toward
probation completion in the full-time position shall be prorated on the basis of one
hundred seventy-three (173) hours (243 hours for shift employees) per month.

SECTION 14 — HEALTH AND WELFARE, LIFE AND DENTAL CARE
14.15 Health Care Spending Account
The County will offer regular full-time and part-time (20/40 or greater) District
employees the option to participate in a Health Care Spending Account (HCSA)
Program designated to qualify for tax savings under Section 125 of the Internal
Revenue Code, but such savings are not guaranteed. The HCSA Program
allows employees to set aside a pre-determined amount of money from their
paycheck, not to exceed $2400 per year, for health care expenses not
reimbursed ,by any other health benefits plan with before tax dollars. Effective
January 1-2001 , the HCSA Program will allow employees to set aside a pre-
determined amount from their paycheck not to exceed $3000 per year for health
care expenses not reimbursed by any other health benefits plan with before tax
dollars. HCSA dollars can be expended on any eligible medical expenses
allowed by Internal Revenue Code Section 125; any unused balance can not be
recovered by the employee.

SECTION 12 —WORKERS' COMPENSATION
A permanent non-safety employee shall receive 87% of regular monthly
salary for all accepted claims filed with the County on or after January 1 ,
1997. Effective sixty 60 days following Board aggroval of this
Memorandum of Understandina, a---permanent non-safety employee shall
receive 86°l0 of regular monthly salary for all accepted claims filed with the
Coun . This provision excludes those safety employees entitled to benefits
as defined under the Workers Compensation Laws of California, Labor
Code Section 4850.

14.5_ Dental Program
The District will Gentinue W offer the existing County group Dental Plans (Delta
and aafegaai:d A-&-8 PMl Delta Care) to all permanent employees in classes
represented by the IAFF, Local 1230.
14.6 Dental Contribution
The District's contribution to the monthly dental plan premiums shall be as
provided below. These contributions are provided only for permanent full-time
employees. Any increases in dental plan costs greater than the District's
contributions identified below occurring during the term of this MOU shall be
borne by the employee.
1. Delta and gaai:d-A PMI Delta Care: The District will contribute
seventy-seven percent (77%) toward the monthly dental premium.
Effective the first of the month following the month in which the
Board of Supervisors adopts this Memorandum of Understanding,
the District will contribute seventy-eight percent (78°!o) toward the
monthly dental premium.

without health coverage will pay one cent ($.01) per month for such

Agreement shall automatically renew from year to year thereafter unless either
party gives written notice to the other prior to sixty (60) days from the aforesaid
