The Board of Supervisors of Contra Costa County RESOLVES THAT:
Contra Costa County acquired certain real properties on November 17, 1992 in
Book 18033 of Official Records at page 866, Oct. 20, 1992 in Book 17950 of Official
Records at page 593, Dec. 29, 1992 in Book 18154 of Official Records at page 664, Aug.
26, 1992 in Book 17774 of Official Records at page 133, Aug. 25, 1992 in Book 17770 of
Official Records at page 765, September 24, 1992 in Book 17857 of Official Records at
page 523, Aug. 12, 1592 in Book 17738 of Official Records at page 090, October 8, 1992
in Book 17917 of Official Records at page 371, July 8, 1993 at Series No. 93-193869, May
5, 1993 in Book 18521 of Official Records at page 604, September 29, 1992, in Book
17884 of Official Records at page 246, June 12, 1992, in Book 17584 of Official Records
at page 222, January 8, 1993 in Book 18187 of Official Records at page 544, August 5,
1993 in Book 18819 of Official Records at page 179 described in Exhibit "A" attached
hereto, for the State Route 4 at Bailey Road Interchange Project. Said properties are
DETERMINED to be surplus and no longer necessary for road purposes and are required
by for the Specific Plan of the Pittsburg/Bay Point BART Station.
This Board hereby APPROVES and AUTHORIZES the conveyance of said
properties to the Redevelopment Agency, pursuant to Government Code Section 25365
and the Board Chair is hereby AUTHORIZED to execute a Grant Deed on behalf of the
County in consideration for the payment received in full in the amount of$289,396.00 the
estimated fair market value of the properties.

This Board hereby finds that the project will not have a significant effect on the
environment, and DETERMINES that the project is exempt from the requirements of the
California Environmental Quality Act(CEQA)and is a Class 12 Categorical Exemption, and
DIRECTS the Director of Community Development to file a Notice of Exemption with the
County Clerk, and DIRECTS the Public Works Director to arrange for payment of a $25 fee
to Community Development for processing, and a $25 fee to the County Clerk for ding the
Notice of Exemption.
The Real Property Division is DIRECTED to cause said Grant Deed to be delivered
to the grantee.

GENERAL CONSIDERATIONS:
1. Location:
The project is located on Bailey Road, Broadway Avenue, Wollam Avenue, Mims Avenue, and Canal
Road, in the Central County area, in the unincorporated area of Bay Point. (Figures 1 —8).
2. Project Description:
The project consists of the conveyance of surplus property to the Redevelopment Agency, which was
acquired for the State Route 4/Batley Road Interchange Project. On behalf of the Contra Costa
Transportation Authority, Contra Costa County acquired the following properties for the State
Route 4/Bailey Road Interchange Project: APN 097-270-072 (Figures 3 &4), a portion lying west
of Canal Road and a portion lying east of Canal Road; APN 097-270-074 (Figure 5)located south
of Mims Avenue; APN 094-012-020, 021, 030, 031, 032, 033, 034, and 037 (Figure 6) located
east of Bailey Road; APN 094-011 .015 and 016 (Figure 7) located east of S. Broadway Avenue;
APN 094-015-005 (Figure 8) located west of Wollam Avenue; The project has been completed
unci approximately 66,029 square feet of surplus property will be conveyed to the Redevelopment
Agency as part of the Specific Plan for the Pittsburg/Bay Point BART Station area.

Interchange Conveyance of Surplus Property to the Contra Costa County Redevelopment
Agency, County File #CP 00-71. Project Description: The project consists of the conveyance
of surplus property to the Redevelopment Agency, which was acquired for the State Route
4/Bailey Road Interchange Project. On behalf of the Contra Costa Transportation Authority,
Contra Costa County acquired the following properties for the State Route 4/13ailey Road
