SUBJECT: CSA EM-1 Final Report.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt resolution confirming Final Report for CSA EM-1 (Emergency Medical Services) and
setting assessments to be collected with the FY 2000-2001 property taxes.
FISCAL IMPACT:
No General Fund impact. Proposed FY 2000-2001 assessments for CSA EM-1 total
$4,366,484.37.
BACKGROUND:
On July 11, 2000, your Board held a public hearing on the Tentative Report for CSA EM-1 and
adopted Resolution#2000/342 declaring the Board's intent to levy assessments set forth in that
.report. Pursuant to Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM-
1 updates the Tentative Report based solely upon changes in ownership, changes of address,
subdivision of existing parcels, and changes in the class of use of parcels.
Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide
emergency medical service system as approved by the voters with the passage of Measure II in
November 1988, Enhanced EMS services include (1) additional on-duty ambulance units to
respond to assure paramedic response when appropriate to all emergency calls; (2) training and
equipping firefighters countywide with automatic defibrillators; (3) improvements in the
communications systems used for providing base hospital medical direction to paramedics in the
field and for dispatching ambulances; and (4) providing caches of medical supplies stored at fire
stations for use in multicasualty incidents or disasters.
The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County
except for San Ramon Valley, is $10.00 per single family residence or benefit unit. The rate
proposed for Zone A (San Ramon Valley), which does not include paramedic ambulance
subsidy, is $3.94. These rates are unchanged from the prior year.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to set the CSA EM-1 assessment rate prior to August 10, 2000 may result in the EM-1
assessment not being included in the property tax bills.

RESOLUTION NO. 2000/368
SUBJECT: 'Confirmation of Final Report for County Service Area EM-1 (Emergency Medical
Services), Fiscal Year 2000-2001, and Approval of Assessments.
WHEREAS County Service Area EM-1 has been established to provide enhanced emergency medical
services as miscellaneous extended services pursuant to the County Service Area Law (Government
Code Sections 25210.1 and following);
WHEREAS the Board, on July 11, 2000, held a public hearing and thereafter adopted a resolution
confirming the Tentative Report for CSA EM-1, Fiscal Year 2000-2001 and declaring its intent to levy
and collect assessments set forth therein; and
WHEREAS the Tentative Report has been revised to conform to the official 2000-2001 assessment roll
and filed as the Final Report for CSA EM-1, Fiscal Year 2000-2001 pursuant to Ordinance Code Section
1012-2.612;
BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the Final Report for
CSA EM-1, Fiscal Year 2000-2001, and hereby levies the assessments identified therein for fiscal year
2000-2001. The assessment for each parcel shall appear as a separate item on the tax bill to be collected
at the same time and in the same manner as ordinary county ad valorem property taxes and subject to the
same penalties and the same procedure and sale in case of delinquency.
PASSED AND ADOPTED ON AUGUST 1, 2000, by a unanimous vote of the Board members
