BARNES UPON HIS RETIREMENT RESOLUTION NO. 2000/27/ WHEREAS, CHIEF BARNES professional experience extends over a thirty-two year period in three police departments with a total of 23 years as a Chief of Police; and WHEREAS, CHIEF BARNES was appointed Chief of Police October 28, 1980 with the Pinole Police Department. He has dedicated himself to this police department, always striving for excellence; a true leader who has brought innovative and creative ideas to the department resulting in many successful projects over the years; and WHEREAS, CHIEF BARNES has attended and successfully completed thousands of hours of professional training related to administrative,management, supervision and technical subject matter. He holds a number of professional certificates issued by the California commission on Peace Office Standards and Training,the highest of which is the Executive Certificate; and WHEREAS, CHIEF BARNES has been actively involved in varied professional and community affiliations; successfully implementing a Community Oriented Policing&Problem-Solving (COPPS) Philosophy within the police department and community; and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does hereby honor and commend C3axl� Passed by a unanimous vote of the Board of Supervisors present this 6th day of June 2000. dA Gayle A.
