COUNTY OF CONTRA COSTA Resolution Adopted this on Tuesday,May 16, 2040,by the following vote: AYES: SUPERVISORS GIOIA, UILKEMA, DeSAULNIER, CANCIAMILLA and GERBER NOES: NONE ABSENT: NONE ABSTAIN: NONE - RESOLUTION NO. 2000/ 246 SUBJECT: SUPPORT FOR NOMINATION ) OF THE IRON HORSE REGIONAL TRAIL ) AS A COMMUNITY MILLENNIUM TRAIL ) WHEREAS,on June 3,2000,National Trails Day, thousands of American communities will honor and celebrate Community Millennium Trails by recognizing and paying tribute to the unique contributions that these trails have played in civic culture and historic lore; and, WHEREAS, Millennium Trails is a joint project led by the White House Millennium Council, the U.S. Department of Transportation, Rails-To-Trails Conservancy, American Hiking Society, and many other organizations and public agencies; and, WHEREAS, according to the criteria for selection of a Community Millennium Trail, a trail nominated for such a designation should have a high level of community and civic support of the trail; and, it should support the White House Millennium Council's mission to "honor the past and imagine the future of its community"; and, WHEREAS,the Iron Horse Regional Trail,a multi-use trail managed and maintained by East Bay Regional Park District,located in the former right-of-way for the San Ramon Branch line of the Southern Pacific Railroad Company, would qualify for nomination as a Community Millennium Trail; and, WHEREAS, rail service operated along the San Ramon Branch line from 1891 to 1978 helping to shape and influence the history and development of Contra Costa County, including Martinez,Concord,Walnut Creek,Alamo,Danville, and San Ramon; and, WHEREAS, ever since the cessation of railroad service on the San Ramon Branch line in 1978, there has been broad community support to retain this corridor for transportation and recreational purposes; and, WHEREAS, broad community support and commitments by several public agencies have resulted in the funding, planning, design, and construction of a 23-mile paved multi-use trail, now known as the Iron Horse Regional Trail; and, WHEREAS,the Iron Horse Regional Trail provides residents of Alameda and Contra Costa counties with safe, non-motorized transportation connections to neighborhoods, shopping areas, parks, schools,business parks, and intermodal transit centers in the Tri-Valley, San Ramon Valley, and Diablo Valley; and, WHEREAS, the Iron Horse Regional Trail, is a successful example of converting an abandoned railroad line into a joint-use corridor that includes trail uses as well as other utility and transportation uses for the communities it serves; and, ................. WHEREAS, adoption of this resolution would be consistent with the Iron Horse Corridor Management Program,now under preparation by the Public Works Department. The management program is intended to ensure that the portion of the right-of-way owned by the County will be maintained as a joint-use corridor that will accommodate current and future uses within the right-of- way. The Iran Horse Regional Trail is one of those uses. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors supports the nomination, as submitted by the East Bay Regional Park District to U.S Department of Transportation and American Hiking Society, to designate the Iron Horse Regional Trail as a Community Millennium Trail as part of the National Trails Day celebration on .lune 3, 2000. 1 hereby certify that this is a true and correct copy of an action taken and entered on the m ijtes of the Board of Supe Isors on the date shown.
