Dougherty Road Bridge

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S)
A. RATIFY the emergency closure on January 6, 2000, by the Public Works Director, of
Dougherty Road between Old Ranch Road and Bollinger Canyon Road in the San Ramon
area, due to the deteriorated condition of the bridge over Alamo Creek.
B. FIND and DECLARE,pursuant to Public Contract Code Sections 22035 and 22050,that
an emergency has existed since January 6, 2000, due to the deteriorated condition of the
above-described bridge, and that the emergency will not and did not permit a delay
resulting from a competitive bidding process for the necessary repairs to the bridge.
C. DELEGATE to the Public Works Director or his designee the authority to complete the
bridge repairs in the most expeditious manner possible and to enter into one or more
purchase orders and/or contracts without competitive bidding and RATIFY the actions
of the Public Works Director or his designee in entering into a purchase order and/or
contract with Inshore Divers, Inc.
D. ACCEPT the Dougherty Road Bridge Repair Project as completed on February 9, 2000
by Inshore Divers, Inc., for a total price of$89,441.00, and DIRECT the Clerk of the
Board to file with the County Recorder a copy of this Resolution and Notice as a Notice
of Completion for said project.

Emergency Closure of Dougherty Road and Emergency Repair of
Dougherty Road Bridge, San Ramon Area

E. DIRECT the Auditor-Controller to process the final payment of $64,441 to Inshore
Divers, Inc. for the completed emergency repair work on the Dougherty Road Bridge,
bringing the total amount to $89,441.
FINANCIAL IMPACT
None to the General Fund. The cost of the repair work is funded by the Dougherty Valley
developers as a condition of approval of the development.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On January 5, 2000, an inspection by the Public Works Department revealed that the Dougherty
Road Bridge,which crosses Alamo Creek in the San Ramon area,had failed pavement,extensive
deterioration of the timber members, and a damaged guardrail, presenting a potential risk of
collapse. Due to the deteriorated condition of the bridge, on January 6, 2000,the Public Works
Director ordered the emergency closure of Dougherty Road between Old Ranch Road and
Bollinger Canyon Road. Dougherty Valley Road carries over 5,000 vehicles per day. There
vehicles were diverted to streets in the neighboring cities.
Because of the traffic volume and the potential risk of collapse, the Public Works Department
proceeded with emergency repairs to the bridge, as authorized under Public Contract Code
Sections 22035 and 22050. A purchase order and/or contract was negotiated with Inshore
Divers, Inc. to repair the bridge for a fixed price of$89,441.00, with the work to be completed
within one month of the emergency closure of the road. The repair work by Inshore Divers, Inc.
began on January 17, 2000 and was completed on February 9, 2000. Dougherty Road was
reopened to traffic on February 17,2000. To enable final payment to be made to Inshore Divers,
Inc., it is recommended that the Board ratify the actions of the Public Works Department to deal
with this emergency.
CONSEQUENCES OF NEGATIVE ACTION
The final payment to Inshore Divers, Inc. would be delayed.
