Tonda, Risk Manager, and expressing ) appreciation for the contribution he has made to ) the County of Contra Costa and his profession during 14 years of service RESOLUTION NO. 2000/129 Whereas, Joe, as Risk Manager, laid the foundation for the Office of Risk Management that has become a model for serving local governments, acting as a resource for Departments and protecting the financial, physical and human assets of the County of Contra Costa; and Whereas, in 1991 Joe served the County in an additional capacity, as the interim Employee Benefits Manager; and Whereas, Joe has given time and energy to his profession by being a founding organizer of the Public Association of Risk Managers (PARMA), an organization dedicated to the risk management concerns of public agencies; and Whereas, the Board wishes to recognize Joe's service on the Board of Directors of the California State Association of Counties — Excess Insurance Authority, a joint powers authority created to address the insurance and risk management needs specific to the counties within California and having received their award for his contribution to the Inter-Public Entity Litigation Cost Containment Program; and Whereas, the Board acknowledges Joe's efforts and the fiscal acumen required to maintain the integrity of the County's self-insurance trust funds; and Whereas, the Board wishes to recognize Joe's role in nurturing professionalism and maximizing productivity in the office of Risk Management; and NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Contra Costa does hereby publicly recognize and express its appreciation to Mr. Tonda for the fourteen years of service he has given; and BE IT FURTHER RESOLVED that Joseph J. Tonda, his wife Linda and their four children enjoy his retirement in good health and great happiness.
