Judge of the Superior Court, Contra Costa County ) RESOLUTION NO. 2000/128
Whereas Richard L. Patsey graduated from U.C. Berkeley, Boalt Hall School of Law
in 1960, and served the State Legislature as an intern under a Ford Foundation study grant
and, a year later, became a lawyer for the State Assembly Judiciary Committee in San
Francisco; and
Whereas in 1963, he became a Deputy District Attorney for Contra Costa County
and subsequently left to take a position with the Alameda County Public Defender's Office;
and
Whereas Judge Patsey was appointed Special Counsel to the California Constitution
Revision Commission in Sacramento in 1965 and was the author of the Commissions'
1965 Report; and
Whereas judge Patsey entered private practice in San Francisco in 1968 and
eventually became a partner in the law firm of Leonard & Patsey; and
Whereas he was appointed to the Contra Costa County Bench in February 1980 by
Governor Edmund G. "Jerry" Brown Jr., was elected in 1982, and re-elected in 1988 and
1994; and
Whereas judge Patsey assumed a leadership role in this County, serving as juvenile
Court Judge from 1980 to 1984; Supervising Judge of Civil Fast Track from 1988 to 1990;
Supervising Criminal Judge from 1993 to 1997, and Presiding judge in 1992, in which
capacity he was instrumental in developing a successful pre-trial program for resolving
cases as early as possible and is credited by local attorneys for nearly single-handedly
reducing the court's caseload to a manageable level; and
Whereas in 1987, Judge Patsey was a faculty member of the California Continuing
judicial Studies Program Mid-Career Judges College; Professor of Law from 1983 to1986
for the John F. Kennedy University in Walnut Creek; in 1984, a faculty member of the
California judges College in Berkeley; and an instructor at McGeorge College of Law (now
University of the Pacific, McGeorge School of Law), Sacramento in 1961; and
Whereas, Judge Patsey is married to his wife Lois, has two adult children, enjoys
music, reading, tennis, skiing and backpacking;
NOW, THEREFORE, BE IT RESOLVED that this Board takes great pleasure in
congratulating Judge Richard L. Patsey on his valuable service to the community, to his
profession, to Contra Costa County and, most importantly, on his devotion to the cause of
justice, and wishes him and his family many wonderful, exciting and fulfilling years of
retirement.
