SUBJECT: Contracts With Superior Courts and Personnel Allocation
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION

RECOMMENDATION:
AUTHORIZE the Sheriff or designee to execute on behalf of the County a contract with the
Superior Court of Contra Costa County, for Court Security Services;
AUTHORIZE the Sheriff or designee to execute on behalf of the County a contract with the
Superior Court of Contra Costa County, for Perimeter Screening Services;
APPROVE this Resolution ADDING 20.0 permanent full time Sheriff Ranger (64WR) positions
and 5.0 permanent full time Deputy Sheriff(6XWA) positions to the Sheriffs Office departmental
list of allocated positions.
FISCAL IMPACT:
No increased General Fund costs are anticipated. All costs for services provided under these
contracts are Trial Court Funding, California Rule 810, allowable and reimbursable by the
Superior Court. The Court and the Sheriff anticipate that the amount specified in the payment
provisions of the perimeter screening contract is sufficient to cover the costs of perimeter
screening services. In the unlikely event that costs exceed that amount, the Sheriff will absorb
such costs within the Sheriffs Office budget.
BACKGROUND:
On June 23, 1998 the Board of Supervisors authorized the County Administrator to execute an
agreement with the Presiding Judge of the Contra Costa County Superior Court. Among other
provisions, said agreement provided for the continuation of services by the County to the Court.
The continued services referenced in that MOU included the Court Security services provided
by the Office of the Sheriff. Government Code Section 77212.5 requires that the Superior Court
enter into an agreement with the Sheriffs Office, which is statutorily responsible for providing
security to the Superior Courts, for the provision of Court Security services.
In addition to the Court Security services provided to the Superior Court, the Superior Court has
requested that the Office of the Sheriff provide Perimeter Screening services at all courthouse
facilities. Providing these additional services requires the addition of twenty Sheriffs Ranger
and five Deputy Sheriff positions to the Sheriffs departmental personnel allocation.
