Project No. 0676-6P1094. CDD-CP# 98-84 The Board of Supervisors of Contra Costa County RESOLVES that: This Board's Resolution No. 2000/82 fixed 9:00 a.m. on March 14, 2000, as the time for a public hearing to ascertain whether the undergrounding of overhead utilities along a section of Parker Avenue, in the downtown commercial area of Rodeo is in the interest of the public health, safety, or welfare. The section of Parker Avenue is as more particularly described and delineated on Exhibit "A" attached to said Resolution No. 2000/82 on file in the Office of the Clerk of this Board, County Administration Building, Martinez, California, and available for inspection. Notice of such hearing was given to all affected property owners as shown on the last equalized assessment roll, and utilities concerned, in the manner and for the time required by law. In accordance with the option for public interest conversion projects completed under the provisions of Pacific Gas and Electric's Rule 20A and Pacific Bell's Rule 32A.1, this Board requests the utility companies to pay for all the underground service lateral installations on private property, not to exceed 100 feet per property. The Board also intends to utilize Rule 20A funding for the panel conversion option provision based on the December 7, 1999 Advice Letter. An actual dollar amount per property has not been finalized and is subject to Pacific Gas and Electric's implementation and California Public Utilities Commission review. Said hearing of March 14, 2000, was duly and regularly held and all persons interested were given an opportunity to be heard. This Board hereby finds that the undergrounding of utilities along a section of Parker Avenue is in the interest of the public health, safety, or welfare. This Board further finds that the streets in said area are extensively used by the general public and carry a heavy volume of pedestrian and vehicular traffic. The Board also finds that the project, creation of the Underground Utility District, will not have a significant effect on the environment, and that it has been determined to be a Categorical Exemption Class 2d, 15302, of the CEQA Guidelines and directs the Community Development Director to file a Notice of Exemption with the County Clerk.
